Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This is solicitation number Q1730-10-0619 and is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. This procurement is set-aside for small business concerns, NAICS code 423990, 100 employees.The following are the specifications for which offers are requested: Eight lightweight rollout beach accessibility mats. Each mat should be 78" wide X 50' long. CACO Beach Accessibility Mat Purchase Specifications 1)SAMPLESSamples of all components must be submitted with the bid including, but not limited to a 8" X 11" of mat material sample. These samples shall be representative of the actual product with appropriate materials as specified. 2)ACCESSIBILITY Materials shall be accessible via wheelchair, beach access chair, walker, stroller, or other wheeled pedestrian assistance vehicles. 3)WARRANTY Provide a certificate of warranty that meets or exceeds the requirements below. If the manufacturer's standard warranty does not meet these minimum requirements, a certificate of extended warranty from the manufacturer or contractor must be included. A one year warranty shall be provided from the date of invoice. Should the materials or workmanship of the product fail within the first year of use, the materials will be replaced or repaired by the product manufacturer. Cosmetic issues and wear due to normal usage are not considered a defect in material or workmanship. Damage caused by vandalism or vehicular usage (other than that which the product is intended for use) shall not be included in this warranty. 4)QUALITY ASSURANCE Manufacturer: The manufacturer shall have completed at least five beach access applications with similar materials and complexity. Upon request, provide list of completed beach access projects to the Owner's Representative with appropriate owner's name, address, telephone number and owner's representative's name. Manufacturer to be ISO 9001 certified ensuring high quality and sound manufacturing processes and practices. 5)MATERIAL SPECIFICATIONS a.PRODUCTS: Lightweight rollout beach accessibility mat SIZE 78" wide X 50' long Color Blue b.ACCESS MATTING DESIGN FEATURES: i.LIGHTWEIGHT AND EASY INSTALLATION: Mat shall be light weight (0.37 lbs/sq. ft.) and shall be capable of being installed in ten minutes per roll by two people. Rolls shall be of such size and weight that they may be manageably moved by two people. The material shall be capable of being installed on any type of ground surface, regardless of the ground surface stability. ii. MAINTENANCE FREE: The matting material shall require little or no maintenance under normal conditions. The use of a broom, blower or pressure washer shall be the only equipment required to clear the surface of any debris, should any accumulate. iii. NONSLIP, PUNCTURE RESISTANT SURFACE: Mat shall be slip resistant as well as puncture resistant. The material shall also be impervious to the effects of salt water. iv. REMOVABILITY: Mat shall be easily removable to comply with environmental requirements by being viewed as a temporary access material. v. DURABILTY: Mat shall be a durable material that withstands the environmental elements as well as extensive pedestrian traffic. vi. PROVIDE VISIBLE PATHWAY Mat is to be blue to provide a visible path. vii. FABRICATION: All components shall arrive fully factory fabricated and ready for installation. c.MATERIAL: i.MATTING MATERIAL: All matting materials shall be manufactured of 100% polyester filament. The material shall be woven into a three dimensional structure to provide stability on unstable surfaces such as sand. The material shall also include a flat blue filament woven into the surface of the mat to insure comfort on in the case of bare foot usage. The edges of the matting shall be flat to accommodate the anchoring devices required for installation. Wood products and those which use ordinary fasteners, such as nails or screws, shall not be acceptable. ii. GROMMETS: Metal grommets shall be provided at the ends of the matting material to facilitate the connection of subsequent rolls of material in order to extend the access pathway and for anchoring the material at either end of the pathway. Grommet size shall be one half inch and shall be manufactured of stainless steel. The six stainless steel grommets will be located at both extremities. iii. ANCHORS/STAPLES: Anchors shall be provided to facilitate the installation of the access pathway. These anchors/staples shall be manufactured from bichromated 3/8" steel rod which will extend approximately 19" into the subsurface. Anchors/staples shall be sized to fit spacing of grommets and holes in connectors iv. CONNECTORS: Connectors shall be provided at the extremities of the matting material to facilitate connection between two mats. The connectors shall be manufactured of a plastic fabric; in addition, they should be preholed to facilitate the installation using the staples. d.TECHNICAL CHARACTERISTICS: i.GENERAL: Weight 0.37 lbs. per square foot Composition 100% Polyester ii.MECHANICAL PROPERTIES: Tensile Strength (warp direction) minimum 46 tons Elongation at break % 21% Compression 12 Mpa iii.CHEMICAL PROPERTIES: Moisture regain 20C 65% HR Acid, Alkali, Solvent resistance Good UV and weather resistance Good MicroOrganism resistance Excellent Urea and liquid manure resistance Excellent iv.THERMAL PROPERTIES: Useable Temperature 140F (40C)/176F (+80C) Softening Temperature 428F (220C) Melting Temperature 500F (260C) Degradation Temperature 572F (300C)\ Combustion behavior Mats stops burning slowly as flame is taken away Place of delivery and acceptance is FOB Destination at Cape Cod National Seashore, 204 Marconi Site Road, Wellfleet, MA 02667. Award shall be made to that responsible offeror whose quote will be most advantageous to the Government, price and past performance considered.
