- The Fleet and Industrial Supply Center, San Diego, Regional Contracts Dept., Seal Beach Division, intends to negotiate a firm-fixed price contract on a sole source basis with E Source Companies LLC, Boulder CO, for the acquisition of membership and license for the corporate energy managers consortium E-Source information services for the period of September 01, 2010 thru August 15 2011, pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, under the authority of 10 U.S.C 2304(c)(1). Due to the unique knowledge and support material required, E Source Companies is the only service provider to provide this information/service. This information is necessary to help the Navy comply with Executive Order #13423 and Energy Independence and Security act (EISA) 2007. This will be a commercial acquisition using simplified acquisition procedures for commercial items in accordance with FAR 13.5. The North American Classification System (NAICS) codes 541690. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposal received by August 18 2010 will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A proposal may be submitted via e-mail or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with solicitation N00244-10-T-0362. Please forward your information not later than 6:00 PM PST August 23 2010 to deborah.reid@navy.mil or by facsimile (562-626-7877). Quotes submitted as an attachment to an email should be sent in Word Version 6.0 or higher.
