- The announcement is for the purpose of soliciting names of prime construction contractors interested in submitting a proposal for providing Design-Bid-Build Construction services for the Joint Defense Operations Center located in Bagram, Afghanistan. Work includes constructing a Consolidated Joint Defense Operations Center (JDOC) on Bagram Air Field. The supporting facilities will include electrical distribution, transformers, switchgear, water and storage tanks, water and sewage distribution system, mechanical systems, walkways, drainage and landscaping. Comprehensive building and furnishings related to the interior design services are required. The magnitude of this construction project is between $1,000,000 and $5,000,000 USD. The anticipated period of performance for this project is 365 calendar days from issuance of notice to proceed (NTP). Be advised the period of performance is under review and is subject to change. Request for Proposal (RFP) PLANS and SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (FTP) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted. This solicitation will not be provided to subcontractors, suppliers, contract brokers, or vendors. Contracting Procedures: This solicitation will be a Request for Proposal (RFP). Source selection will be made using Best Value Trade Off criteria. Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-10-R-0088 is (on or about) 27 August 2010. Tentative Date for receipt of proposals is (on or about) 28 September, 2010. A site visit is planned and details will follow in the RFP. The anticipate Award date is (on or about) 20 December, 2010. All responsible sources shall be considered by this agency.
