- This acquisition is to acquire, using other than full and open competition procedures, 3 each clutches, positive, non-vehicular NSN 3010-01-231-9748UC, P/N 42420-96 applicable to C-5 aircraft cargo winch. Item description: The clutch controls spool for hydraulic winch B model. Length: 4 in. Width: 2 in. Height: 3 in. Weight: 3 lbs. Material: Steel. Note 22 applies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Goodrich Corp (CAGE 3HRL4), under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
