Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Suite 600, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Tobacco Control Research Program (TCRB), Behavioral Research Program (BRP) plans to procure on a sole source the design and implementation of a web-based network pilot program to monitor the availability of new oral tobacco products, and the marketing strategies being used by the tobacco industry to advertise, promote, and market these new products from the Center for Survey Research, University of Massachusetts, Boston, 100 Morrissey Boulevard, Boston, MD 02125. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for twelve (12) months from date of award. The Tobacco Control Research Program (TCRB) within the Behavioral Research Program (BRP) manages research grants related to addiction to tobacco and related products, and smoking cessation and control, including factors affecting tobacco toxicity, smoke chemistry and carcinogenicity and other adverse aspects of tobacco use at the individual, community, and population levels of society. The Tobacco Surveillance, Epidemiology and Evaluation Network (TSEEN) is important to the research goals of the TCRB because there are very few instruments currently in place in the U.S. for measuring the activity of the tobacco industry (advertising and sales etc), which in turn impacts tobacco control efforts. TSEEN has been operating for five years and has already made good progress in studying the fundamentals of what the tobacco industry is doing and how research groups can collaborate most effectively by utilizing standard protocols and units of measure. The contractor shall design and implement a pilot program to use the internet to monitor the availability of new oral tobacco products and the marketing strategies being used by the tobacco industry to advertise, promote, and market these new products. A web-based network will be set up to achieve these goals. The University of Massachusetts in Boston houses the Center for Survey Research (CSR), one of the leading centers in the United States. The University of Massachusetts, Center for Survey Research is unique in that it is a leader on both survey methodology and smokeless tobacco products. It is critical that the contractor be familiar with, and understands the tobacco industry and its marketing and research strategies. The University's CSR and its staff are highly qualified in this area, having been involved in the research for over 20 years and the network itself for 5 of those years. The Center designed the TSEEN network which has made excellent progress in studying the fundamentals of what the tobacco industry is doing, and other related research areas. The University of Massachusetts Center for Survey Research is the only known entity which has familiarity with the TSEEN network and its operation to satisfactorily provide the required services. The University of Massachusetts, Center for Survey Research is the only entity which has access to the TSEEN Network and its data, making it uniquely qualified to perform this work. The Center is expert at designing and conducting data collection procedures and systems and in data analysis. The TSEEN has now been in existence for five years and has been led by the CSR team since its inception. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 26, 2010. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
