Description
Sole Source Carrabelle J&A The 325th Contracting Squadron at Tyndall AFB, FL hereby gives notice of its intention to award a sole source purchase order to ProLogic Inc for the acquisition of providing an upgrade for specialized encryption keying cabinet for the Carrabelle Remote LVT-2 Equipment Rack with remote key, including: (1) MIDS Control Capability to monitor rack security and provide zeroization upon unauthorized intrusion, (2) Remote Cryptographic Keying Capability utilized by the remote operator to load black cryptographic key material using the DMD application, (3) Remote Equipment Management Capability to provide an interface for remote monitoring and control of the Link 16 equipment cabinet and (4) a new Uninterruptible Power Supply (UPS) will be added to provide adequate power conditioning and battery backup. The following Statement of Work will apply: REMOTE REKEY STATEMENT OF WORK Upgrade the current Tactical Data Link (TDL) system at the Carrabelle facility by integrating a second Remote Rekey and Remote Monitoring and Control capability for the existing Link 16 Multifunctional Information Distribution System (MIDS) Low Volume Terminal II (LVT-II) system. 325 OSS/OSTI (ACMI) is adding an additional LVT II to the TDL system at the Carrabelle facility to provide two separate Link 16 tactical networks for Red Force/Blue Force operations. ACMI wishes to maintain the same remote monitoring and control capabilities that are provided by our current TDL system as well as remote rekeying capabilities. Our requirement is for the following: • MIDS Control Capability to monitor rack security and provide zeroization upon unauthorized intrusion • Remote Cryptographic Keying Capability utilized by the remote operator to load black cryptographic key material using the DMD application • Remote Equipment Management Capability to provide an interface for remote monitoring and control of the Link 16 equipment cabinet • A new Uninterruptible Power Supply (UPS) will be added to provide adequate power conditioning and battery backup The MIDS LVT-II terminal is hosted using a Northrop Grumman Gateway Manager via X.25 interface and integrates a 1 PPS SAASM GPS receiver to provide an External Time Reference (ETR) strobe. We currently use DMD software applications to remotely load cryptographic key material into the MIDS terminal. The REMS and DMD software is loaded onto a laptop that is utilized by the Tyndall ACMI operator. The second MIDS LVT II systems integration must utilize the same connectivity and capabilities as currently utilized and be co-located in the current tamper resistant electronics cabinet. Contractor personnel will travel to the government sites, and will unpack and verify the equipment received at the Carrabelle facility and will perform all Link 16 system reassembly into the equipment rack for the two terminals. The contractor will perform a Site Acceptance Test to verify the installed system will successfully perform the Remote Rekey, Remote Monitor and Control functionalities. In addition, the contractor will work with Government technicians to perform system testing to verify the systems function with the GFE provided Link 16 transmit/receive equipment and existing Link 16 TDL networks. The Government will provide all COMSEC key materials for the Site Acceptance Test. The contractor will assist the Government with any additional testing of the Link 16 and/or ETR sub-systems that the Government wishes to perform on the completed system. Technical drawings should be provided for the equipment rack that includes overall layout, network, and power connections. Contractor will provide in depth training for operations and maintenance/trouble shooting following installation. -- End-- This announcement constitutes the only notice.
