Description
TRICARE Management Activities (TMA) office of Program Integration has a requirement to request procurement assistance in obtaining CQ Roll Call Group subscription services to web based reports, tracking, summaries, alerts, and other legislative information classified as OCI Category 2 via a Sole Source acquisition. The statutory permitting other than full and open competition is 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. CQ Roll Call Group Subscription Service is the only source that provides the full capabilities needed by the agency. Many vendors may provide reports on legislative actions; however, they do not provide the research for specific details in customer specified areas. CQ-Roll Call Group provides tracking of specific topics, both detailed and summary information as needed by the agency. The service will track votes, budget information, legislative attendance, and alerts within 2 hours of a legislative action and many other unique items that are needed by the agency to aid in their mission and oversight of the Defense Health Care mission. Any firm that believes it can provide the services required is invited to submit a written notification to the Contracting Officer within 15 calendar days from the date of this publication of this notice. Supporting evidence must be provided in sufficient detail to demonstrate the firms ability to provide these services. Information must be sent to Ms. Jennifer Dunlap via e-mail utilizing MS Word or.PDF File at jennifer.m.dunlap@us.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source Contract.
