- RFQ 10HQQQ0145 is hereby amended to incorporate the following questions and answers AND extend the quotes due date to 10:00 AM EST Tuesday, August 17, 2010. 1. Is there a Requirements Document that lists the specific input and output screen layout requirements of the NPDB screens? I did a search for the screens for the "Alaska Paleontological Database": can I use these screens as an example for the NPDB screen (http://www.alaskafossil.org/)? Answer: Yes, it is called 'Paleo Db Design.doc'. See appendix 1 by going to the Department of Interior's Business Opportunities Web Page at http://ideasec.nbc.gov. 2. Who is allowed to submit new fossil imagery? Do submitters have to be registered on the system or pre-approved in some way? Answer: Only USGS employees would be allowed to submit. 3. Is there a review/approval process for submissions, and if so, what is it? Answer: There is no review/ approval process for submission. We don't have a need for one because the pool of USGS scientists who will be inputting data is small (probably less than 30) and we trust them and their data. 4. What is the approximate number of images currently in the database? Answer: There are currently no images in the database. We have plans to add images (PDFs of scanned paper documents) to the database in the coming year. 5. What is the typical image file size? Answer: Not having done the scanning yet, I would guess that the average PDF file size would be approximately 5 Mb. 6. What is the maximum image file size? Answer: Not having done the scanning yet, I would guess that the maximum PDF file size would be approximately 20 Mb. 7. The RFQ seems to imply that the vendor will not host the database. If that is so, could you please describe the hosting facilities? Answer: The database is and will be hosted on a server owned and operated by the USGS in Reston, VA and will be for internal access only. 8. Can you clarify that USGS is responsible for digitizing non-digital records prior to incorporation in the database? Answer: Paper records will be scanned by the USGS. Scanning/digitization would not be in the scope of the work for this contract. 9. In regards to requirement 3, would interfaces/approval processes that enable personnel authorized by USGS to upload documents meet requirement 3 or are you envisioning ongoing support from the vendor? Answer: We will want the USGS scientists who will be contributing to the database to input their data via the Web forms. The USGS is requesting that those Web forms be built as soon as possible (note that it is the first task with the highest priority) so that the USGS scientists can put their data into the database without the ongoing support of the vendor. Having said that, there will almost certainly be a need for the vendor to provide ongoing (limited to the duration of the contract) support to those scientists whose data can be but into the database most efficiently by batch processes rather than individually entered into Web forms by the scientists. 10. Can you please disclose the terms of the previous contract or contracts for developing the database thus far? Answer: You're question is a bit confusing, but if you are asking for development source codes of this database that is proprietary information. USGS is not authorized to disclose any proprietary information as this would be in violation of the Procurement Integrity Act. 11. Is "backend" operation within a Microsoft OS based server environment a requirement, or can the system be built to operate on a "Linux" based backend? Answer: Backend operation will remain in a Microsoft OS-based server environment. The database is now running on Microsoft Windows Server 2003. Migrating the database to Linux is not feasible at this time. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
