Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract to University of Maryland (UMD), Mid-Atlantic Crossroads (MAX), 8400 Baltimore Ave Suite 102, College Park, MD 20740. This contract is for membership and participation fees for access and Internet Protocol Version 6 (IPv6) connectivity to the East Coast Region Internet2 (I2) network managed by UMD MAX. This support service is required to obtain commercial Internet2 Network connectivity and associated services through MAX based on their designated regional location (East Coast) responsibilities to provide services to subscribers located in this region for the I2 Network. I2 connectivity and access are provided by individual MAX agreements. The mission of MAX is the deployment of emerging technologies and providing access to high performance networking capabilities for its participants. In support of this mission, MAX established and manages a regional network infrastructure (e.g. "MAX Network"), sponsored by Georgetown University, George Washington University and University of Maryland to help make available advanced networking services, including high speed connectivity to advanced research backbone networks. The period of performance for this action will be for one base year plus two (2) one-year options for continued membership. Estimated date of award for this action is September 27, 2010. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 519130. This notification shall close on August 30, 2010. All responsible sources may submit a quotation which shall be considered by the agency.
