- The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to United States Marine INC (USMI), 10011 Lorraine RD, Gulfport, MS 39503 for the acquisition of 19 each of a High Speed Reverse Control (HSRC) Systems P/N 561-4000 for the Rigid Inflatable Boat (RIB), 2. 2 each of a Gas Strut Engine P/N 167-7023, 3. 1 each of a Hose Assembly P/N 556-7010. This procurement is sole source for the following reasons. The stated above items are required in support of the RIB Special Operations Craft (SOC) for the Naval Special Warfare Special Boat Team. The Government does not own the technical data package or specialization for these parts. These items has been tested and certified for use in the RIB SOC, to ensure operational capability with other RIB SOC components. USMI is the only responsible source due to their unique qualifications as the only U.S. distributor manufacturer of these items. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. The North American Industry Classification System Code (NAICS) is 336612, and the small business size standard is 500 employees. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. Award will be based on a fair and reasonable price on or about 08/20/10.
