Description
*************** The following supplier question and the Forest Service response is provided: It appears that this design does NOT meet ADA rules, at least the ramp w/o handrails surely does not. Please clarify this. Response: As a federal agency, the Forest Service follows the accessibility guidelines under the Architectural Barriers Act (ABA). The boat dock and gangway do meet ABA standards. The following information was derived from the ABA Accessibility Standards for Federal Facilities. Gangways: Chapter 4 identifies the accessible route requirements for slope and width as 36" minimum width and less than 5% slope. By using a 14' long gangway for this boat dock will allow for a 3.57% grade to reach the dock, which meets the above requirements. The width of the gangway will be 4 feet wide. The gangway and dock will be located on a paved surface. Handrails/Edge Protection: Chapter 10 identifies that if handrails/edge protection is needed for safety requirements, handrails/edge protection must comply with the accessibility standards. Edge protection and handrails are not accessibility-related requirements but safety-related requirements. Since this dock is for boat access only (fishing and swimming is not allowed from the dock), the edge protection and handrails would actually create a barrier rather than facilitate the intended use and, therefore, will not be installed on the dock. ***************
