Description
Questionaire The Black Hills National forest is seeking sources for contract work as described below. Interested Contractors are encouraged to fill out the attached form and return by August 30, 2010 close of business: Brenda Anderson, Northern Tier RMAST, 1019 N Fifth St, Custer SD 57730 or Fax to (605) 673-9323. Do not email. Recon/Layout Forester -- Bark Beetle Strategy Response Statement of Work: Contracted work would involve tasks that would generally be performed by a GS-9 level Forester within the agency. Specific tasks would include stand/compartment reconnaissance, treatment boundary layout and the use of GPS technology to document treatment boundary locations. This work would be performed on lands administered by the Black Hills NF, but project area locations within the Forest would be determined at the time of contract award. This work would be conducted in support of the Bark Beetle Strategy Response for the Black Hills NF. The agency would provide guidance on specific stand conditions to evaluate and stand location information to be used during stand/compartment reconnaissance. Stand information would include maps and photo images of the areas to be evaluated. Evaluation criteria that would be applied during reconnaissance would be pre-determined by the agency and supplied to the contractor. The contractor would be expected to walk-thru and evaluate each assigned stand and arrive at treatment recommendations based on the application of the stand evaluation criteria. Also included in the recommendation would be necessary information on treatment feasibility and environmental concerns. The contractors' recommendations would be reviewed by agency personnel for a final determination on whether or not treatment unit layout should be pursued. Contract personnel may also be asked to perform this reconnaissance work on existing treatment units in order to determine current conditions that could result in prescription and marking modifications. After agency personnel determine which stands will be treated, the contractor may be required to designate the treatment unit on the ground with ribbon. Layout specifications would be pre-determined by agency personnel and supplied to the contractor along with ribbon of the proper color. The contractor would be required to supply further information on the treatment units' feasibility and any complicating environmental factors. After treatment units have been laid out, the contractor would be required to use GPS technology to document the boundaries location. The proper type of GPS unit may or may not be supplied by the agency. All GPS information collected for under this contract would be required to meet agency standards identified in Chapter 50 of the Sale Preparation Handbook. Deliverables: The Black Hills has 1.2 million acres of forested hills and mountains. It is 110 miles long and 70 miles wide, approximately 87 percent in South Dakota and 13 percent in Wyoming. The Black Hills rise from the adjacent grasslands into a ponderosa pine forest to 7,246 feet at Harney Peak Lookout in the Black Elk wilderness. It is described as an "Island in the Plains" with the diversity of wildlife and plants reaching from the eastern forests to the western plains. Report with recommendations- Reconnaissance work would require a detailed report and sketch for each stand visited. The agency would supply the two page template that the contractor would be required to fill-in the information and return back to the agency. The contractor would be applying their knowledge, training and experience, along with the agencies evaluation criteria, in order to formulate an opinion on the need for treatment or further treatment. Unit layout with report- Layout work would require a separate detailed report to include a more detailed sketch map. The agency would supply the two page template that the contractor would be required to fill-in the information and return back to the agency. This report would include specifics on volume concentrations within the unit, detailed environmental concerns and yarding and skidding plans. The contractor would be applying their knowledge, training and experience, along with the agencies layout specification, in order to establish treatment unit boundaries on the ground. Electronic GPS files- GPS work would require the collection of GPS files documenting treatment unit boundaries. This information must be collected to Chapter 50 standards of the agencies Sale Preparation Handbook. These GPS files would be supplied to the agency. The contractor would be applying their knowledge, experience and the agencies direction in order to document treatment boundaries by utilizing GPS technology. Recon/Layout Forster Qualifications: Base qualifications for this type of work would be: - A Bachelor of Science (BS) degree in Forestry or BS in other natural resource related curriculum that includes a minimum of 24 credit hours in forestry classes. The 24 credit hour could also include continuing education credits sanctioned by the Society of American Foresters. - Five years of practical experience in forest management. This could include experience working other federal or state agencies, private industry, private contracting and consulting.
