- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division, Shipboard Protection System (SPS) Program has a requirement for new Sea Star SAFIRE III EOS units as well as non-warranty failure analysis, repairs, spares, training, preplanned product improvement and DMSMS support for new and existing systems. This effort is in support of the SPS Block 3 Release 1 System. It is anticipated this action will result in a five-year firm fixed price (FFP) supply type Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to solicit and negotiate with only one source - under the authority of FAR Subpart 6.302-1 “ FLIR Systems Inc., 27700A SW Parkway Avenue, Wilsonville, OR 97070-8238. The minimum/maximum quantity of new systems to be procured under this contract will be 8/20 units. Delivery shall be FOB destination for new and repaired systems. This requirement shall be governed by FAR Part 12, œAcquisition of Commercial Items. Anticipated award will be made to FLIR Systems Inc. The contractor must be registered in the Central Contractor Registration database, located at www.ccr.gov. The highest level of security required under this requirement is Confidential, which will be designated on the DD Form 254 The solicitation will be available on or about 10 September 2010 at the three websites listed above.
