Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), plans to procure on a sole source basis with Fred Hutchinson Cancer Research Center, PO. Box 19024, 1100 Fairview Avenue, N., J6-500, Seattle, WA 98109 for services regarding the study of Offspring Cancer using Washington State linked-birth and cancer data registries. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for 6.5 months from date of award. It is proposed that the contractor supply the work required by DCEG conduct a study of maternal, gestational and neonatal factors in relation to breast cancer in the daughter. The contractor, Fred Hutchinson Cancer Research Center, is represented by Dr. Beth Mueller, who is a highly accomplished epidemiologist with vast experience using State linked data for epidemiological research. Dr. Mueller is an expert in the area of prenatal exposures and subsequent cancer risk in offspring. Study subjects will be identified from among all incident cases of cancer in women who were born in 1968 or later in Washington State using the Cancer Surveillance System (CSS) of Western Washington and the Washington State Cancer Registry (WSCR). WSCR was established as part of the Centers for Disease Control's National Program of Cancer Registries, and in collaboration with the CSS has been coordinating surveillance of incident cases state-wide since 1993. Survival data for all patients within the registry is obtained when the registries conduct routine linkages with the State of Washington death records, the National Death Index, and the Washington State Department of Licensing drivers' license database. The contractor shall link information from Washington State's birth certificate and cancer registry to conduct a nested case-control study of maternal, gestational and neonatal factors, in particular, pregnancy complication such as preeclampsia and gestational diabetes, in relation to the offspring's breast cancer risk. Specifically, the aims of the study are to measure the association of breast cancer occurrence in the daughter in relation to the putative markers of angiogenic and growth factor profiles occurring in the pregnancies of parous women. The purpose of this procurement is to conduct a study of breast cancer risk using data from the birth and cancer registries of Washington State. Through evaluation of these data, NCI hopes to gain a better understanding of the etiology of cancer. Through this contract the Contractor shall 1) Obtain IRB approval for the proposed study; 2) Link registries and obtain data for analysis; 3) Analyze data and provide results. In addition to supplying the results, the contractor shall provide recommendations and guidance regarding the statistical analysis of the data and interpretation of the results for a manuscript on the subject matter. The proposed contractor, Fred Hutchinson Cancer Research Center (FHCRC) is uniquely qualified to conduct the analyses of the Washington State linked-birth and cancer study data. Birth, death, fetal death, and hospital discharge records for Washington State are housed in the Department of Epidemiology at the University Of Washington (UW) under a Data Use Agreement with the Washington State Department of Health, which allows access for research and teaching by UW faculty. For the last 20 years these records have been frequently used in teaching under Dr. Mueller's supervision, and this resource has provided opportunities for many epidemiologic studies evaluating maternal and infant outcomes. Linkages within these files are routinely conducted including longitudinal linkages of a woman's initial and subsequent pregnancies and linkage of birth records to the state hospital discharge database. With Institutional Review Board Approval from the State and other relevant agencies, linkages with outside files such as the WSCR and CSS are also possible, facilitating studies of factors associated with childhood cancer, pregnancy outcomes in cancer survivors, and survival in relation to childbearing in young women with breast cancer. The data and expertise described in the above two paragraphs are essential to the success of this research initiative. It is a requirement of this procurement that the contractor have access to and be able to provide results from a large database of linked birth and cancer registries. The procurement also requires that the contractor be a recognized expert in the area of early life factors and carcinogenesis research, and that the contractor provide recommendations and guidance in the use of the data and interpretation of results. The Fred Hutchinson Cancer Center is uniquely qualified to perform the work under this contract. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 27, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
