Description
THIS IS A RE-ADVERTISEMENT OF A BOILERS REPLACEMENT/UPGRADE PROJECT AT THE USPS HEADQUARTERS IN WASHINGTON DC. (THE ORIGINAL SOLICITATION #362575-10-A-0009 WAS CANCELLED ON JUNE 2, 2010.) The Postal Service plans to issue a Fixed Price Contract to replace boilers at 475 L'Enfant Plaza in Washington DC. All work will be done in accordance with USPS approved specifications and drawings. The work includes replacing existing boilers, pumps, distribution piping, providing all necessary controls and electrical changes, and integrating new equipment into the existing building management system; providing all necessary cutting and patching; removing and flush fill; test piping system; balance entire heating hot water systems; and balance air distribution system as necessary to accommodate new heating coils. Project also incorporates removal of an existing roof infill panel and replacement with permanent pre-cast concrete panel and associated roof repairs including expansion joint replacement. The actual replacement of the heating system will be phased in order to minimize downtime. A contract for the project is anticipated to be awarded by September 30, 2010. A partial Notice to Proceed will be issued by October 31, 2010, to allow for submittals of shop drawings and ordering of long lead equipment items. Notice to Proceed with construction is planned for May 2, 2011, with a 120 day performance time and construction completion by August 30, 2011. The estimated cost of the project is between $1,200,000 and $1,500,000. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. To be considered the company must be financially capable, have a minimum of five years total experience in HVAC upgrades and replacement projects, and have completed two comparable projects within the past five years, one of which may be ongoing. Comparable projects are defined as HVAC upgrades/replacements at a cost of $1,200,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: experience/performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service. A PRE PROPOSAL MEETING WILL BE HELD AT THE SITE, 475 L'ENFANT PLAZA, IN WASHINGTON DC ON WEDNESDAY, AUGUST 25, 2010, AT 9:00 A.M. ATTENDANCE IS HIGHLY RECOMMENDED. ANYONE WISHING TO ATTEND MEETING MUST NOTIFY PARAM SHARMA OR MICKIE BURTON BY EMAIL, PROVIDING THE COMPANY NAME AS WELL AS NUMBER AND NAMES OF ATTENDEES.
