- Engineering Familiarization Course Scope: During inspections of various types of marine vessels inspectors are tasked with examining the installation, operation, and components of marine engineering systems. This course must provide a basic knowledge of engineering systems and criteria necessary for proper inspection of these systems in accordance with 46 CFR Subchapter F. The course shall cover the following marine engineering systems: Award of the requirement shall be made to the vendor whose proposal offers the greatest value to the government. Technical Factors, Past Performance are more important than Price. Federal Acquisition Regulation Clauses and the Department of Labor Wage Rates for services are included in this agreement and are applicable.
