Description
Scope of Work Desired Training Facility Features Facility and training staff should have extensive experience with offering USCG-approved courses for mariner professional development. Instructors should be well versed in the subjects of Piloting and Inland Waterway Navigation, Navigating Near and Under Bridges on Gulf Coast Area Waterways, Situation Awareness and Risk-Based Piloting, Rules of the Road, and use of Aids to Navigation. All involved instructors would further be expected to train course attendees utilizing expertise in adult education principles and the latest computer simulation technology. Further, the ideal training location would be local to the Houston-Galveston area, both to optimize incorporation of local Houston experts familiar with vessel and maritime industry operations in the largest petrochemical complex in the world, as well as minimize the operational impact of sending 12+ USCG attendees from Houston-Galveston area units to this training at the same time. Simulators Computer simulators should also be incorporated into this training course. Utilizing the latest technology, computer simulators can test reactions and skills, using realistic, three-dimensional projections to create a multi-bridge interactive simulation experience. The most desired computer simulator for this training would be a Kongsberg Polaris full mission ship bridge simulator consisting of fully equipped interactive ship's bridges with visual systems. Further, the simulators used in the training should meet the simulation requirements of STCW Section A-1/12- Performance Standards for Simulators used in Training. Specific strongly desired features of the simulator(s) used in the course include: • 14 visual channel High-Intensity Projectors • 8 visual channel w/ HD Plasma Screens • 22 Visual Channels, each including Image Generation System + PC HW with Graphics Cards (22) • Cabling and Switches Network IG Video MUX Repeaters and Switching Software (SeaView R5 Visual Licenses) • Kongsberg Polaris Software v 5.5 with 2 full-function Instructor Stations • Instructor Software (2 Full Mission Instructor Stations) HW and SW • Radars (4 Furuno FR1525MK3 15-inch Color Displays) with Interface • Communication System, Visual Monitoring System and Audio Eavesdrop System and accompanying HW/SW • Suite of Debriefing Equipment, including Projector • 4 Navigation display units and AIS Units (Capt. Navigators) with all HW/SW integration • Electronic Chart Software + NMEA Interface • Hydrodynamic Vessel Models (Hydrodynamic + Visual Models) • Maneuvering Consoles (Hydrodynamic + Visual Models) • Multiple Database Areas (Visual, Radar, Instructor, Depth Databases) Period of preformance: 30 Aug - 30 Sep (overall 4 days training) Award of the requirement shall be made to the vendor whose proposal offers the greatest value to the government.
