Description
The AFNWC/PKOA formerly 377 CONS, Kirtland AFB, NM, is releasing a Pre-solicitation Notice for the PJ Medicine Program. AFNWC/PKOA plans to release a Request for Proposal (RFP) for the PJ Medicine Program not earlier than 1 October 2010. This acquisition will be a full and open, best value competition conducted in accordance with Federal Acquisition Regulation Part 15, contracting by Negotiation, as supplemented. This pre-solicitation notice is not to be construed as a formal solicitation (Invitation for Bid (IFB) or a Request for Proposal (RFP)). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments to this notice should be addressed to the Contract Administrators. This action will result in a firm fixed price contract that combines EMT-Basic/Paramedic and Para rescue (PJ) Combat Medicine courses; collectively referred to as the "USAF PJ Medicine Program". The Contractor shall provide management and instructor expertise in EMT-Basic/Paramedic and Para rescue Career Field Education and Training Plan (CFETP) 3-level combat medicine curriculum content. The Contractor shall develop all course curriculum and lesson plans in accordance with Contract requirements and provide presentation of lecture material, skill labs and demonstrations, required training materials and equipment (if not provided by the government) clinical evaluations, remediation, academic leadership, and student tutoring. The Contractor shall maintain EMT-Paramedic clinical training and agreements with associated clinical training facilities/EMS agencies and maintain Commission on Accreditation of Allied Health Education Programs (CAAHEP) Accreditation for the EMT Paramedic Course based on the review and recommendation of the Committee on Accreditation for the EMS Professions (CoAEMSP). Students will be awarded the Contractor's EMT-Basic and EMT-Paramedic certificates of completion and college credit upon successful graduation from the EMT-Basic and EMT-Paramedic courses. The Contractor shall provide education, training and testing in support of the United States Air Force (USAF) PJ Medicine Program at the USAF Combat Rescue Officer/Para rescue School, Detachment 1, 342 TRS; Kirtland AFB NM. The academic structure of the USAF PJ Medicine Program will be determined by the Contractor who shall provide the following: a 26 training day EMT-Basic, a 125-training day EMT-Paramedic, and a 25 training day PJ Combat Medicine course. The EMT- Paramedic and PJ Combat Medicine courses can be either sequential or intermixed as long as the total number of training days for an intermixed EMT-Paramedic and PJ Combat Medicine course does not exceed 150 training days. The USAF PJ Medicine Course shall not include live tissue training or live fire exercises. EMT-Basic training will remain a standalone course, which must be successfully completed before a student can enter the EMT-Paramedic and PJ Combat Medicine courses. The Contractor shall provide to the USAF PJ Medicine Program a National Registry of Emergency Medical Technicians (NREMT) approved EMT-Basic and EMT-Paramedic training site code and a CAAHEP/CoAEMSP accredited EMT-Paramedic training program. Proposals will be due not earlier than 60 days from the date of RFP release. Exchanges during the source selection process may include clarifications, communications, and discussions as necessary. Contract award is estimated for March 2011. The Air Force anticipates a single award but reserves the right to award multiple contracts or, not to award a contract at all.
