Description
Air Force flame resistant combat shirt THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. Any formal solicitations will be announced separately. It is not to be construed as a commitment by the Government nor will the Government pay for information provided in response to this RFI. 1. PURPOSE/GENERAL INFORMATION: The Human Systems Division at Wright Patterson AFB, OH is seeking information from sources that are capable of providing the Airman Battle Shirt (ABS) or like item. All submitted end item products (ABS) and/or samples may be further evaluated by the Government. The Air Force Uniform Office (AFUO) is looking for ABS (or like item) end items that comply with the current ABS design configuration. Only Berry compliant materials/capabilities or Berry waivered materials and information should be submitted. 2. BACKGROUND/DESCRIPTION: The Air Force Uniform Office (AFUO), Wright-Patterson AFB OH is an integrated product team within the Human Systems Division with responsibility for the design, development, test and sustainment of AF uniforms. The AFUO is conducting a market survey seeking information from Industry on new and/or improved mature technologies that can be integrated into the current ABS design. The AFUO is planning to update their ABS performance requirements with the information obtained by this request and may issue an RFP at a later date which will likely include both the ABS and the Airman Battle Ensemble (ABE). The AFUO may conduct site visits and informational meetings before fully developing the requirements for an updated ABS. The goal is to provide FR protection in the current ABS design using more durable and more breathable components. 3. RESPONSE GUIDANCE: Please provide a PDM and all technical information as specified in this request on the PDM. Please include a statement as to how this product improves durability and breathability as well as any supporting documentation of such. Also, please include samples of all components (See Key technical information requested below) and include technical information on each component as listed below. Fabric component submissions should be at least 4 linear yards each. Foam, elbow pad configurations, and reinforcement submissions should be one square yard. Thread, labels, slide fasteners, tape, hook and loop, and cuff component submissions should be only a small visual sample. Please include key technical information sheets (See below) for each component and any additional supporting documentation as applicable. If responding with a Berry waived material, please supply the waiver documentation. Description of cost trade-offs would be helpful. The paper should not exceed 10 pages (not to include waiver information or technical data sheets) A. Key technical information requested on all components submitted: (When submitting test results, please report test method used as well) 1) Torso and neck material, Sleeve and Side Panel, Modesty Panel, and Backing Material Colorfastness to light (up to 40 hours), laundering (4 cycles), perspiration (Acid and alkaline) and crocking (both wet and dry) Spectral Reflectance Weight Fiber composition including percentages if blended Bursting Strength Air Permeability Wicking (inches per hour) Stretch and Recovery Pilling Resistance Dimensional Stability to laundering (3 cycles minimum) Flame Resistance (ASTM D 6413 only) before and after multiple launderings (100 launderings if FR treated (non-inherent)) Thermal Stability (NFPA 1975, 2009 Edition) Anti-Microbial and/or Anti-Odor 2) Elbow pads Taber Abrasion, H18 wheel and 500 gram load Flame Resistance, ASTM D6413 only, note any melting or dripping in test 3) Foam Foam Density Tensile Strength Compression Deflection at 25% psi Water Absorption percent Elongation Percent Flame Resistance (UL listings, or tests in elbow pad configuration) 4) Thread, labels, slide fasteners, tape, hook and loop, and cuffs Submit technical information as deemed appropriate B. Other Key technical information requested but not required: (When submitting test results, please report test method used as well) - POL Contamination Resistance - Anti-Static Properties Respondents should also include a description of their background/experience, and any other information that the respondent believes demonstrates the value, performance and capabilities of the product. As papers are received and reviewed, additional materials, and/or information may be requested for inclusion in the market survey. Please submit responses by 30 September to point of contact identified in paragraph. 5. This RFI is solely for information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted will not be returned, and no payment will be made by the government for such information. Please see paragraph 5 for POCs. This notice is for market survey only. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. No solicitation document exists. 4. ADDITIONAL INFORMATION A. What is your business size? If you are a small business, do you also qualify under any of the sub-categories (8(a), small disadvantaged business, woman owned small business, veteran owned small business, HUB zone small business, service disabled veteran owned small business, and HBCU/MI)? B. If you are a small business, would you consider submitting a proposal as a prime contractor? C. In what socio-economic programs do you now participate? (E.g. Mentor, Protégé, Indian Incentive, etc.) What is the extent of your participation in these programs? D. For small business consideration, would your firm be able to compete under NAICS 314999? If not, why? Please provide your recommendations concerning the proposed NAICS. E. Should it be determined that a total set-aside for 8(a) small business or other small business subcategories is not feasible, the AFUO requires feedback on small business goals pertaining to large business.
