Description
Document # 1 Project Specifics: A.1 Project Scope of Work: Briefly identify what will be included in the project scope of work, including but not limited to the various departments, functions, programs to include the magnitude and intended outcome of the project with regard to these programs. This capital investment constructs a new 16,000 BGSF medical procedures clinic for consolidation and expansion of Gastroenterology (GI) and Bronchoscopy suites at the Sacramento VA Medical Center (SVAMC) campus. The project includes all associated site prep and utilities at the proposed new location which is currently not a building site as well as Leadership in Energy and Environmental Design (LEEDS) design and construction applications (indoor air quality, water management, recycle/reuse, etc.). This project will centralize functions, provide 3 additional procedure rooms, 5 recovery rooms, and 4 provider offices. Additionally this project will provide space to accommodate the special privacy needs of patients including OEF/OIF and female Veterans. New construction will abate the safety & infection control risks that currently exist due to the inability to expand in the current area. A.2 Project Justification: Summarize the problem you are trying to solve with this investment. Quantify the magnitude of the problem (gaps) and the anticipated improvement in outcomes that will result from Project will consolidate and expand GI and Bronchoscopy Services into a right-sized medical procedures suite (11,000 dgsf). This reduces their combined 61.76% space gap by 100%. Minor construction funds will support 100% of this project. Medical Necessity: This project allows VANCHCS to comply with the requirements of VHA Directive 2007-004, Colorectal Cancer Screening. Colorectal cancer (CRC) is the second leading cause of death in the US. The American Cancer Society estimated in 2008, approximately 149,000 new cases of colorectal cancer would be diagnosed and almost 50,000 Americans will die from this treatable and potentially preventable disease. This project will correct the current undersized space (6800 dgsf) and correct the functional configuration layout deficiencies resulting from space constraints between exterior walls and hallway. The end result will be 20% to 30% more patients can be served meeting future demands and allowing us to meet the performance monitors for GI.
