This is an opportunity for potential offerors to provide comments and ask questions of the program office before the release of the final RFP. Comments and questions may influence the development of the final RFP, and may even be incorporated into it directly; however, the Government reserves the right to accept or reject any comments or suggestions. Comments and questions regarding these requirements documents must be received no later than 5:00 pm, Daylight Savings Time, August 26, 2010. To be answered, they must be in writing and addressed either to the contracting officer, Marcella Wolfe, or the contract specialist, Andrew Smith, identified below. If they contain proprietary information, they must clearly be marked as proprietary. Comments and questions will be answered to the maximum extent reasonable, and will be posted, together with the Government's responses, on Federal Business Opportunities (FedBizOpps, accessible at https://www.fbo.gov/). The LAS program office comprises both Government and non-Government advisors hired to provide technical assistance. All members of the team will be reminded of their obligations to protect information received from potential offerors in compliance with the Economic Espionage Act, 18 U.S.C. § 1831 et seq., the Trade Secrets Act, 18 U.S.C. § 1902, and all other applicable statutes and regulations. As with that notice, this release of documents does not obligate the Government to make any award. It is not a solicitation, so proposals and promotional materials should not be provided in response to it; such responses will not be reviewed, they will not be returned, and no aspect of their production will be reimbursed.
