U. S. Department of Justice Federal Bureau of Prisons Federal Detention Center 33 N. E. 4 TH Street Miami, Fl 33132 "The solicitation will be available on or after August 11, 2010 and will be distributed solely through the General Service's Administration Federal Business Opportunities web site http://www.fbo.gov/ Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition." The Federal Bureau of Prisons, Federal Detention Center, Miami, Florida, intends to issue solicitation RFQP031010075 for the requirements of: Subsistence. These solicitations are restricted to 100% Small Business, FOB Destination, delivery dates will begin October 1, 2010 ( with exact dates shown within the solicitation). Deliveries will be made to the Federal Detention Center - Miami, 33 N. E. 4 TH Street, Miami, FL 33132. The contract type is a firm-fixed price. THE GOVERNMENT RESERVES THE RIGHT UPON AWARD TO MAKE FORMAL SINGLE OR MULTIPLE AWARDS. The Government will award to the responsible offeror (s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government, with past performance and price considered, prices being rated higher than past performance. The solicitations will be made available on or about August 11, 2010, and will be posted to the GSA Federal Business Opportunities website: http://www.fbo.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. The anticipated date for receipt of quotes is September 1, 2010. Payment will be made using Electronic Funds Transfer ( EFT ) or Purchase Card. Each offer is required per FAR 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Application ( ORCA ) at http://orca.bpn.gov. E. 4 TH Street Miami, Fl 33132 August 11, 2010 Dear Offeror: Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Detention Center, Miami, Florida, Contracting Office, for the acquisition of various food products for our facility. This package contains all the necessary information for submitting a request for quote evaluation. In submitting the Request for Quote, vendors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote. All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items, Central Contractor Registration (CCR). This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the CCR database. Offers should include their Data Universal Number System (DUNS) number with their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee's DUNS number into the CCR database. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in the this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. There will be no exceptions to the specifications listed in the solicitation. You will be responsible for providing the correct prices to match our units of measurements. An attempt to provide an item that doesn't meet specification it will be noted as performance issue and your quote for next quarter may not be considered. Statement of Work Religiously Certified Meals 8/11/2010 Religious Certification Required for all meals submitted for this bid: All meals offered on this bid must be certified by a nationally accepted Orthodox Jewish certification agency such as the Union of Orthodox Jewish Congregations (The "O-U"), Organized Kashrus Laboratories (The "O-K"), "Star-K" Kosher Certification, "KOF-K" Supervision, Central Rabbinical Congress (The "CRC"), K'hal Adath Jeshurun ("Breuer's" or the "KAJ"), or (The "Oval KS") Organization of Kashrus Supervision. Bidders must submit letters of verification citing current religious certification on all products submitted on this bid. Failure to submit a religious certification letter from an acceptable organization as listed above, will be considered a non-responsive bid. Quoters are required to submit a Letter of Authentication which notes the USDA Establishment Number for the manufacturer site of the materials being quoted. Failure to submit USDA Authentication will deem quoter as non-responsive and the quote will not be considered. Award Consideration: Overall cost will be the main factor in considering award of this contract. A lack of variety as specified in the item description, such as specifying the exact same meal for several item numbers, may be considered a non-responsive bid due to lack of variety. Quality of the meals is expected to be the best commercial practice for this type of item. A lack of quality, such as poor preparation standards, food quality, food appearance, excessive meat extenders, temperature abuse, or other obvious lack of best commercial practice procedures will be considered non-responsive in the bid process and grounds for termination of the contract if discovered after award. Samples may be requested prior to award to assess quality. Contract Requirements: All prices will be bid as FOB Destination. General Specification: Meals will be made with non-metallic packaging that allows microwave and conventional oven heating. Meals will consist of a compartmentalized base tray which separates the main components of the meal. Meals will be sealed and double wrapped. The product weights listed on meal specification are cooked weights. Vegetable weights may include 1 fluid oz water for proper cooking. Three compartment trays with entree in large container and starch and vegetable in small containers. All Meals - weights listed for all meat and fish are minimum allowable weights. Weights noted for starch and vegetables are noted as an acceptable range.
