Description
The USPS ITO organization requires world class Business Analysis and Requirements development contractor support services. We need a range of contractor resources and capabilities in the areas of IT SOW development, estimating and proposal technical analysis. USPS requires these contractor services nationally. The services are needed in four major functions. These functions are: business analysis and requirements development; program management support services; expert utilization of parametric toolsets to support estimating and SOW proposal analysis; and administrative processes to lower overall costs and to further USPS' competitive and business objectives. The USPS is not looking for just a supplemental staff solution or even a solution to acquire skilled talent on a project basis. While that is part of what USPS is asking, the more important requirement is that the contractor additionally offer innovation and value on a continual basis, to show the USPS how to improve its business processes and services and take costs out of our operations. Support services are needed in the Postal Service's Technology Support Services Group. The required skill sets include extensive technical requirement gathering and technical writing experience with the ability to organize, facilitate and drive business requirements gathering and creation. The complexity projects could range from simple technical requirements to enterprise wide. Supplier must have ability to utilize parametric tooling and provide extensive and detailed feedback in a custom report outlining suggested procurement strategy with justification. Supplier will obtain outstanding deliverable data and confirmation status from requiring activities, conduct analysis and generate reports. Suppler shall also provide timely coordination, completion of all activities required for favorable milestone decisions, and analyze project performance. Suppliers must: (1) Demonstrate the ability to provide recommendations concerning the establishment of organizational partnerships, and developing risk mitigation/management strategies. (2) Review and analyze SOW's, PBSOW's and SOO or other documents for technical accuracy, contractual adherence that align with USPS strategies with a focus on cost efficiency. (3) Be able to evaluate a WBS (Work Breakdown Structure) analyzing the gaps to ensure program schedule efficiency. (4) Have the ability to review supplier proposals and compare them against original requirements and analyze the gaps between supplier's responses. (5) Provide assessment on value adds. (6) Suggest best alternatives with justification / reason listed in a report. (7) Have ability to provide subject matter expert (SME) assistance in writing SOW/SOO/PBSOW's that cover the entire IT spectrum. Suppliers also must be able to suggest alternative development, project management and technical solutions. They must have experience in government contract technical management consistent with the corporation's tactical and strategic direction. The prospective company should have historical information proving they have hands-on IT experience in the above areas for enterprise-wide system development solutions.
