Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with NCABR-North Carolina Association of Biomedical Research, Raleigh, NC 27619, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for annual membership dues with the North Carolina Association of Biomedical Research (NCABR). NCABR is a critical part of the NIEHS Emergency Response Plan for incidents involving the use of animals. The NCABR provides a newsletter and a media scan, a monthly summary of all published articles relevant to the use of animals in research. NCABR provides outreach and training regarding the use of animals in research, i.e., they provide full day classes for K-12 teachers in North Carolina. NIEHS participates in this endeavor and has sponsored the training at our facilities. The member ship period is July 1, 2010-June 30, 2011. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to NCABR. The NAICS Code/Size is 611710/6.5. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
