- Description
- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division (STAD) has a requirement for a comprehensive report on the relationships between the members of the Integrated Consortium of Laboratory Networks (ICLN), which includes the Joint Leadership Council (JLC) and the Network Coordinating Group (NCG). The purpose of this report is to assess the extent to which the relationship between the ICLN members is working and identify gaps and/or deficiencies in the membership that must be addressed to ensure the ICLN develops an integrated response architecture that will be functional. Under the authority of Citation 41 U.S.C. 253(c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements"; The Association of Public Health Laboratories (APHL), 8515 Georgia Avenue, Suite 700, Silver Spring, MD 20910 is the only source capable of providing the necessary report because they form the largest component set of laboratories that service the ICLN and its member networks. Interested parties may identify their interest by responding within 15 days after this announcement with a capability statement, which documents capability and experience in providing reports or analysis of the ICLN. This notice of intent is not a request for a competitive proposal. Information received, will be considered solely for the purpose of determining whether to compete this requirement. All inquires received within 15 days after the date of this publication, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
