Description
J&A RFQ Information Sheet This notice is a combined synopsis/solicitation and Notice of Intent. The Government intends to solicit and negotiate on a sole source basis with IHS Global, Ltd. doing business as IHS Fairplay, for access to its vessel and port database for up to 50 concurrent users, with 50 fields of information under the authority of 10 U.S.C.2304 (c)(1), as implemented in FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This will be in accordance with the format in Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on HTC711-10-Q-D039. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, dated 2 August 2010. The North American Industry Classification System code is 519130 with a business size standard of 500 employees. Surface Deployment and Distribution Command (SDDC) requires the ability to retrieve current vessel and port reference data in support of the warfighter. Vessel ownership and names and port capabilities change frequently and SDDC requires this information to ensure the most up-to-date information is retrievable to warfighters, port managers, and shippers. The Vessel and Port Information database provides key ship and port information worldwide. Accurate and timely information like the kind provided by IHS Fairplay allows SDDC to make necessary shipping changes before problems arise. SDDC requires access to the Vessel and Port Information database in order to make shipping decisions vital to its worldwide mission. SDDC requires a Period of Performance from 01 October 2010 to 30 September 2013, with a base period of 01 October 2010 to 30 September 2011 and two 1 year option periods beginning on 01 October 2011 and ending on 30 September 2013. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement.
