Description
PERFORMANCE OF WORK STATEMENT (PWS) FOR PREVENTATIVE MAINTENANCE SPRINKLERS, STANDPIPES, BACK FLOW PREVENTERS AND SPRINKLER SYSTEM FIRE PUMPS AT USCG ACADEMY, NEW LONDON, CT All interested companies/vendors are to email Mr. Kevin Gustin to receive RFQ package. RFQ package will be forwarded via email. Solicitation is for Base Year plus 4 Option Years with Base Year Period of Performance starting 01 Oct 2010 through 30 Sep 2011. 1. GENERAL REQUIREMENTS 1.1 Contractor shall furnish all labor, material, equipment, transportation and supervision to conduct inspections of the sprinkler, standpipe systems, fire hydrants, and backflow preventers IAW the National Fire Protection Association (NFPA) 25 and all other related codes, at the Coast Guard Academy. 2. GOVERNMENT FURNISHED ITEMS 2.1 The Coast Guard will provide personnel to monitor and restore the fire alarm system as necessary. The Fire Marshal will ordinarily accompany the contractor during inspection. 3. CONTRACTOR FURNISHED ITEMS 3.1 General. The contractor shall provide all equipment, needed to monitor, test, repair, maintain, and inspect the systems covered by this contract. Any tools or equipment required by the contractor to perform the work will be permitted at the Academy. 3.2 Contractor shall be available to provide 24 hour emergency service to Coast Guard Academy in the event of activation, failure or other circumstances with regards to sprinkler systems, fire hydrants and fire pumps on board CGA. 3.3 Contractor shall furnish all labor, materials, tools, equipment supervision and transportation necessary to perform Service Calls or Repair Work as indicated in paragraph 3.2 and 4.2 of the Performance Work Statement. Funding for Service Call and Repair Work will not be obligated upon award on the contract/ task order. Service Calls and Repair Work under this contract/task order will be ordered and funded on as needed basis. 4. SPRINKLER/BACKFLOW PREVENTER TESTING AND REPORTING 4.1 Quarterly inspections and testing to ensure proper operation of the sprinkler system and standpipe systems throughout the entire Academy. The results of the inspection and testing shall be documented in a quarterly report. Only one copy of all the reports is required. 4.2 Annual inspection and testing of sprinkler and standpipe systems. The results of the additional testing and inspection will be included with the annual report. 4.3 Backflow preventer inspection and testing. The results of the inspection and testing shall be documented in an annual report. Backflow testing will include a forward flow test and a friction loss test on an annual basis. 4.4 Annual flow testing and inspection of the CGA fire hydrants. This testing will include inspection and operation of Hydrant Control Valves along with recording hydrant static pressure and hydrant pitot pressure. 4.5 Semi-annual maintenance of CGA Dry Sprinkler System compressors located in Chase Hall B Annex (2), Child Development Center (1), and Yeaton Hall (1). IAW manufactures recommendations and applicable standards. 4.6 Weekly running and testing of the Chase Hall E Annex fire pump IAW with manufacturer’s recommendations and applicable standards. 4.7 Annual flow testing of the Chase E Annex fire pump. 4.7 All completed inspections, maintenance and repairs will be submitted in a written report and include estimate to repair or fix discrepancies found during inspection, testing and service calls. 4.8 Reports shall be received at the below address within 14 calendar days. 4.9 Report routing. Route reports to: USCG Academy (ee-2) Attn: Fire Marshal 15 Mohegan Ave. New London, CT 06320 5. SCHEDULE OF INSPECTIONS 5.1 The first quarterly inspection will be conducted in the month of October. 5.2 The second quarterly and semi-annual inspection will be conducted in the month of January 2010. 5.3 The third quarterly inspection will be conducted in the month of April. 5.4 The fourth quarterly and semi-annual inspection will be conducted in the month of July. This inspection will include the sprinkler annual inspection. 5.5 The backflow preventer test and inspection will be conducted in the month of July during the annual inspection. 5.6 Fire hydrant flush and flow will be conducted in the month of October. 5.7 Dry system compressor maintenance will be conducted in the months of February and August. 5.8 Annual flow test of the Chase Hall Echo Annex Fire Pump will be conducted in the month of July. 5.9 Running of the Chase Hall Echo Fire Pump will be conducted on a weekly basis with a minimum run time of 30 minutes. 5.10 Normal work hours are 7:00 a.m. to 3:30 p.m. Monday through Friday, excluding Federal Holidays. Inspections, maintenance, and repairs are to be performed during these hours. The contractor should coordinate the inspection schedule with the Coast Guard Academy’s Fire Marshal. 6. BUILDINGS SPRINKLER SYSTEM INVENTORY: nineteen (19) wet, four (4) dry, standpipe systems; twenty (20) and thirteen (13) backflow prevention assemblies. Each building is considered to have its own system. (The intent is to cover the PMS requirements for the entire Academy) 6.1 Hamilton Hall: standpipe, wet system, covering attic, and no backflow preventer. 6.2 Chase Hall Alpha: standpipe, wet system, covering attic, 1st,2nd and 3rd floors of the North and South Wings, with a backflow preventer and electric fire pump. Future renovations will add sprinkler system to cover the entire building. 6.3 Chase Hall Bravo: standpipe, wet (3) systems, and dry (2) systems, covering all food service areas (including reefers and freezers), 1st floor and basement, with backflow preventer. 6.4 Chase Hall Charlie: standpipe, wet system, covering attic, with backflow preventer. 6.5 Chase Hall Delta: standpipe, wet system, covering attic, and no backflow preventer. 6.6 Chase Hall Echo: standpipe wet system, covering entire building, with backflow preventer and fire pump 6.7 Michel Hall (Medical): standpipe, wet system, covering attic, and no backflow preventer. 6.8 Leamy Hall: standpipe, wet system, covering attic, with backflow preventer. 6.9 Johnson Hall: standpipe, wet system, covering entire building (except garage area), with backflow preventer. 6.10 Ida Lewis Hall (Child Development Center): wet and dry (1) systems covering the entire building, with backflow preventer. 6.11 Maintenance Shop: standpipe, wet system, covering entire building, with backflow preventer. 6.12 Paint Shop: wet system, covering entire building, and no backflow preventer. 6.13 Pine Hall: standpipe, wet system, covering only the 1st floor, and no backflow preventer. 6.14 Yeaton Hall: standpipe, wet and dry (1) system, covering entire building, with backflow preventer. 6.15 Roland Hall (Gym): standpipe, wet system, covering entire building, with backflow preventer. 6.16 Munro Hall: standpipe, (2) wet systems, covering entire building, with backflow preventer. 6.17 Satterlee Hall: standpipe, wet system, covering entire building, with back flow preventer. 6.18 Waesche Hall: standpipe. 6.19 Smith/Dimick Hall: standpipe. 6.18 McAlister Hall: standpipe. 6.19 Sail Loft: standpipe. 6.20 Billard Hall: standpipe. 6.21 Boiler Plant: standpipe. 6.22 Alumni Center: wet system with back flow preventer, covering entire building 7. ADDITIONAL GENERAL REQUIREMENTS. 7.1 The contractor is to provide a copy of their license and insurance prior to the commencing of work under the contract. 7.2 Access to the Coast Guard Academy may vary depending on the existing state of alert. The contractor may expedite access to the Academy by providing a list of names to the Fire Marshal at least 24 hours prior to inspection. The Fire Marshal will forward the information to the Academy’s security personnel. 7.3 FAR Clause 52.222-41 requires the contractor to pay, at a minimum, the prevailing wage(s) and fringe benefits as determined by the Department of Labor’s Wage Determination.
