- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ10091 being issued as a request for quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44, effective as of July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code 334516, which has a small business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a UV analyzer. The UV analyzer must be able to assay up to 6 different colors utilizing UV technology, 7 x zoom lens to observe finer details, and be Good laboratory practice (GLP) capable. The instrument must be capable of analyzing both traditional colorimetric EliSpot assays as well as FlouroSpot assays (using fluorescent labeled detection antibodies) in multi-well plates. Additionally, must be capable of differentiating live cells from apoptotic cells (based on differential fluorescent staining patterns) as well as single cell based analysis of cells going through different phases of the cell cycle. The instrument must have automated filter change that allows up to six wavelengths of fluorescent color based analysis. The instrument must be capable of permitting the user to view the entire well bottom with manually adjustable lenses that is compatible for retro-fitting with a motorized lens package for reproducibility and ease of use. Must be able to use SmartLux TM 3D or equivalent technology that integrates upper, lower and coaxial light sources for versatile analysis of both fluorescent and visible light assays. Must be able to be used in GLP compliant work environments whereas manufacturer supports its customers in establishing validated status for their devices. In addition, to offer Installation Qualification (IQ) and Operational Qualification (OQ), the manufacturer support need to be able to assist with the Performance Qualification (PQ) and the compliance issues related to CFR 21 Part 11 in the customer's work environment. The following instrument and products may be acquired under this acquisition: Item/Description/ Quantity 1) UV analyzer (Quantity 1). 2) Installation. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. All responsible sources may submit a quotation that will be considered by the agency. Small disadvantaged businesses are encouraged to submit a quotation for this requirement. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation-Commerical Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than August 26, 2010 by 5:00 PM Eastern Daylight Time (EDT) to Mr. Daniel Herdman.
