Description
Project # 646-10-109, "Water Tank at UD" at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh PA. This procurement is a design-build set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Work includes, but is not limited to, Develop preliminary drawings, working drawings, and specifications to design, furnish, fabricate, deliver, and erect on a foundation provided by the contractor at the job site, a water tank(s) with capacity to meet both the 96-hour Joint Commission standards and NFPA requirements, with knuckle cone roof in compliance with AWWA D-10-05 9 (or Current Edition Standard). Note, currently there is a total of 60,000 gallons of domestic water reserve capacity on site considering both the East and West tank rooms. The project will require evaluation of the existing water system and its capacity along with evaluation of the need to provide additional capacity for fire protection. The water storage tank(s) are to be located along the South perimeter of parking lot #7 at the Department of Veterans Affairs, VA Pittsburgh Health Care System - University Drive Division in Pittsburgh, Pennsylvania. Work includes, but not limited to: Design to include a Soil investigation by a Pennsylvania registered professional geotechnical engineer confirming the bearing capacity at the selected site. Design a redundant pump system if necessary to include an enclosure that can maintain a fully operational water system in the event of loss of power. (Emergency can be provided from Building 10 and current there is a new pump pack in the west tank room which can be considered in the design) The Schematic design submission shall provide two options to consider, one or two surface mounted tank(s) and pumping system with a cost benefit analysis and a narrative report conducted which will allow the VA to choose either option. Design shall provide for security in around the water storage tank(s) and shall comply with VHA Directive 2006-2007, 4(e) and 1(f). The design may need to consider constructing a retaining wall along the south side of the proposed location in order to support loading from the water storage tank(s). The Geotechnical design identified in the first bullet will provide the necessary information needed to evaluate the existing site conditions. In the event the design requires two tanks to be constructed on site provisions are to be included in the design that will allow for complete cycling of the system to preclude potential stagnation and contamination. Contractor work also includes site improvement work, rock excavation and dewatering if necessary, and security in accordance with VHA Directive 2006-2007, access road, all piping, valves, and fittings, electrical; and all other items not listed above to provide for a working potable water storage tank. Contractor shall install access road to tank site including a 12' wide access road to include paving and installation of a drainage tile if necessary. The construction cost range is between $2,000,000 and $5,000,000. The applicable NAICS is 237110 with the small business size standard of $33.5 million. Solicitation will be issued on or about (o/a) August 26, 2010 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the website. Bidders are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contracting Officer by e-mail to Lynne. Dickerhoff@va.gov no later than August 31, 2010 so they can be addressed at the Pre-bid Conference. A Pre-bid Conference is anticipated (o/a) September 1, 2010. Although not mandatory, all bidders are encouraged to attend the Pre-bid Conference. Further questions will be accepted by the Contracting Officer by e-mail or fax until close of business five (5) calendar days after the Pre-bid Conference, and responses will be provided to all bidders on the Bidder's Mailing List. Questions received later than five (5) calendar days after the Pre-bid Conference will not be addressed in the interest of adhering to the scheduled bid opening date. Bid opening will be o/a September 27, 2010. All responsible sources may submit a bid which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
