Description
The Government is seeking professional services from an architect-engineering (A/E) firm to develop working drawings and specifications for Veterans Integrated Service Network 4 (VISN 4) Retrocommissioning (RCx) services. The purpose is for the AE to establish current facility condition requirements for each of the ten fully functional health care facilities within the VISN, and to design alterations to the HVAC and other energy-consuming systems to maintain the required conditions, while minimizing energy consumption and maximizing equipment service life. This work is intended to improve energy efficiency and optimize performance by identifying systems that: "Do not adequately maintain conditions in the spaces they serve. "Serve conditions that are significantly different from those for which the systems were designed. "Require modifications to correctly serve the conditions that currently exist in the facilities. VISN 4 Sites: "VISN 4 consists of VA Medical Centers (VAMC) in following locations: Pennsylvania:One site each in Altoona, Butler, Coatesville, Erie, Lebanon, Philadelphia, Wilkes-Barre. Pennsylvania:Three sites in Pittsburgh. Delaware:One site in Wilmington. West Virginia:One site in Clarksburg. Each site is unique, in terms of building construction, building configuration and layout, veterans services offered, and topographical conditions All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Contracting Officer's Technical Representative (COTR) at each site. A/E must be proficient in the use of Auto Cad 2009 and have access to Microsoft Word 5.0 or higher. Those interested firms, both small and large, shall submit three (3) copies of current SF 330 to the attention of Lynne Dickerhoff, Contracting Officer 90C-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206. The NAICS code is 541330 with the small business size standard of $4.5 million. Due date for SF 330's is September 10, 2010 at 2:00pm. This is not a request for proposal.
