Description
The Government will be soliciting proposals for Multi-functional Base Operations Support Services (BASOPS) for the Directorate of Logistics (DOL) at Fort Huachuca, Arizona. The general scope of work and support includes, but is not limited to, general administrative support, transportation services, maintenance, supply and services, and the Hazardous Material Minimization Center (HAZMART). General Administrative support includes, but is not limited to, preparation of correspondence; maintenance of administrative files; collection of workload and performance data; submission of various reports; providing physical security; maintaining safety programs and standards; developing and administering adequate quality controls; and administering Government property control programs. Transportation services includes, but is not limited to, (1) operating a transportation motor pool for the purpose of: dispatching GSA non-tactical wheeled vehicle fleet, administering a driver testing and licensing station, operating a limited post bus service, maintaining and operating a vehicle weigh scale and providing limited driver support; and (2) providing traffic management services to effect movement of personnel (both TDY and PCS) and personal belongings, arranging port calls for overseas travel, preparing all necessary travel documents, classifying freight, and shipping/receiving supplies and equipment in support of the installation and assigned/attached units and activities. Maintenance includes, but is not limited to, support for tactical and non-tactical customer equipment for the preventive maintenance, lubrication, servicing, repair, trouble-shooting and diagnosis of malfunctions; removal and replacement of parts, components and assemblies; performing technical/ classifications inspections and estimating cost of repairs; welding; body and fender repair and painting; repairs and servicing of Environmental Control Units, limited machine shop operations to include fabrications using metal and wood products, and under certain circumstances, repair of equipment in the field. Supply and Services includes, but is not limited to, requisitioning, receiving, storing, tracking inventory, issuing, and maintaining formal accountability for all material, supplies, and equipment (excluding engineer, medical and aircraft) required to support units/activities (including reserve and ROTC) located on Fort Huachuca. The requirement also includes facility operation and management of ammunition supply point, central warehouse, commodity management, fuel and oil dispensing, hazardous material center and a central issue facility. Installation property office further develops, directs, provides advice, and coordinates logistics functions pertaining to installation organizational type property. This is a non-commercial service. This acquisition is a Total Small Business Set-Aside. The size standard is $35.5 M. The National American Industry Classification System (NAICS) code is 561210. The Government anticipates a phase-in period of one-month, an eleven-month base period and two (2) one-year option periods. The solicitation and resultant contract will contain FAR 52.217-8, Option to Extend Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation (W9124A-10-R-0002) will be issued on or about 30 August 2010. Upon release to the public, the solicitation will be available via the Internet at the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi or Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. Offerors are responsible for routinely checking this website for any possible solicitation amendments that may be issued. Pre-proposal conference and site visit date and time will be included in the solicitation. Proposal due date and time will be included in the solicitation.
