- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set aside. The solicitation number is 1683089 and is issued as a request for quotation (RFQ.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. The National Institute on Drug Abuse on behalf of the National Institute on Aging (NIA) has a new requirement for usability testing of the NIHSeniorHealth.gov search function and web page design. The primary goals of the testing are to: determine whether a proposed search function for the NIHSeniorHealth website is senior-friendly (meets the cognitive and vision needs of older web users), and determine whether a proposed expanded NIHSeniorHealth webpage design is senior-friendly (meets the cognitive and vision needs of older web users.) See attached statement of work for the specific tasks and timeline. FAR 13.5 is applicable. The place of performance is Bethesda, MD (for portions of the testing) and also at the contractor's site. Period of performance is 18 months. It is anticipated that 550 hours is required for the services. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items states the specific evaluation criteria (technical most important) 1) demonstrated ability to usability testing for specific populations; 2) ability to prepare, conduct and report on the testing by user performance, 3) past performance (up to 3 projects of similar scope and size.) Offeror's prices will be evaluated on a best value basis, including fair and reasonable market rates for the proposed labor categories and the appropriateness of the allocation of hours in labor categories. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Quotations may be submitted electronically to nsangous@mail.nih.gov by the due date and time.
