- The US Army Contracting Command Joint Munitions & Lethality ContractingCenter Maneuver Ammo Center at Picatinny Arsenal, NJ 07806-5000 intends toissue a Request for Proposal (RFP) to provide Engineering and TechnicalSupport Services in support of the Armament Research, Development & EngineerCenter (ARDEC).The contractor(s) shall provide normally, recurring, routine, long-termservices to meet the required conventional programmatic engineering supportnecessary for ARDEC projects. The specified engineering services areconforming representation of distinctive regular and frequent engineeringrequirements for ARDEC's repetitive engineering services. These servicesinclude aspects of weapon systems, security system design and development,investigative procedures using fault tree and root cause analysis, materialsinvestigation, material compatibility studies, technical risk analysis,technical cost analysis, lifecycle cost estimating, development of specialassembly and test equipment, preparation of drawings for design and theconduct of testing and test analysis at government and non-government testfacilities. The contractor(s) will provide routine design, structuralanalysis, material engineering, and test-engineering services related toweapons and munitions technologies. These services will involve a wide arrayof ARDEC projects and products that include large caliber weapon systems,small caliber weapon systems, physical security equipment and structures,weapon components, test equipment, fire control systems and other relatedequipment and supplies. The services will support present weapon systems, andfire control programs in addition to future weapon systems and homelanddefense. The contractor shall have select personnel that possess a SecretClearance and/or be eligible for immediate adjudication by the securityauthority upon award of any resulting contract(s). The type of new contract contemplated is an Indefinite Delivery, IndefiniteQuantity (ID/IQ), Firm-Fixed Price (FFP) contract with individual Task Orders.The Government reserves the right to make multiple awards IAW FAR 16.504(c) asa result of this solicitation. The Government will select for award the bestoverall written proposal(s) that is the most advantageous and represents theBest Value to the Government. All responsible sources may submit a proposalwhich shall be considered by the agency. The Government will utilize thepolicies contained in Federal Acquisition Regulation (FAR) Part 12,Acquisition of Commercial Items (Services). The RFP is planned for release onor about 30 September 2010. This requirement is set aside 100% for smallbusiness concerns in accordance with FAR 19.502-2(b)(1) and (2). Thecontracting activity published a market survey/sources sought announcement,W15QKN-10-X-0612, on FedBizOpps from 28 April 2010 through 19 May 2010.Effective competition is anticipated for this acquisition. The requirementwill consist of a base contract(s) with a 5-year period of performance and nooption years. Award is anticipated on or about 31 January 2011.
