Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as Sole Source to Institute for Healthcare Improvement (IHI) under standard industrial classification code 8299, NAICS Code 611430; size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. COMMERICAL ITEM DESCRIPTION: The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm-fixed contract. To procure the rights to broadcast via our VA Knowledge Network (VAKN) satellite system for the IHI Quality Forum Conference. The conference is being held this year in Orlando, Fl. Furthermore, delivering this high quality content on healthcare improvement helps achieve VHA's goals of creating a culture of improvement and a learning organization, as this satellite broadcast bring this high quality conference content to VA clinicians, leaders and administrative staff at a very nominal cost per participant. This conference and the content provided at the conference belong to IHI. There is no other entity that owns or could obtain access to this conference or the content provided at this conference. CLOSING DUE DATE: August 13, 2010: 10:00am Central Standard Time(CST) Offers must be submitted electronically to linda.eley@va.gov Satellite Broadcast Statement of Work (SOW) 1. Scope and Objective. The contractor (the Institute for Healthcare improvement, IHI) will provide pay-for-view broadcast rights of the 22nd Annual National Forum on Quality Improvement in Health Care live from the World Center Marriott in Orlando, Florida on December 7th and 8th, 2010. This event will be broadcast VA wide on the VA Knowledge Network (VAKN). Live broadcasts will occur on the above dates, with rebroadcast dates and times to be determined by EES. The contractor will work with the VA on the planning and scheduling of live broadcast times, to maximize participation among VA participants. The contractor will participate in regularly scheduled planning conference calls with EES staff to be held within 30 days of award of contract and continuing on a regular basis until the program commences. These calls are scheduled to begin June, 2010 and continue bi-weekly until program begins. During the pre-program calls/planning period, the contractor will work with EES to design conference support that will provide VA participants with program support material, registration, accreditation and an evaluation process that maximizes VA participation. Contractor will work with EES staff to determine data needed from VA participants so that on-line support can be created by the Contractor to collect this information from VA participants. The contractor will assist EES in the design and development of preprogram marketing materials and will design the preprogram web materials to include special remarks regarding VHA collaboration on this project. This promotional information will be made available to EES no later than September 7th or at least 90 days prior to start of program. The contractor will provide detailed information regarding scheduling of speakers for purposes of scheduling VAKN broadcasting times. The contractor (or their uplink provider), will provide VA with the coordinates necessary to receive all conference broadcasts and the necessary authorization to receive them. The Government will ensure that the re-broadcasts shall be compliant with Section 508 Standard 1194.24 Video or Multimedia Products. The contractor will ensure all handout material that accompanies the broadcasts are 508 compliant and can be tested by VA's 508 compliance office and handouts not meeting 508 compliance will be modified by contractor to meet VA specifications. The contractor will provide EES with data on VA participation as determined from the pre-program planning work and provide an on-line registration process and mechanism to receive continuing education credits. 2. Background. The Institute for Health Care Improvement (IHI) National Forum on Quality Improvement in Health Care is one of the premier conferences on quality improvement in the world. The IHI has global recognition for being a leader in the field of quality improvement. VHA has had an ongoing, positive collaborative relationship with IHI. Because of travel dollar limits, providing this conference content via satellite broadcast provides for a large number of VHA staff to receive this high quality conference content. In addition, conference registration fees and workload preclude large numbers of VHA staff from attending in person. Providing this satellite broadcast provides a more economically feasible mechanism for staff to participate in this extremely valuable content. 3. Performance Requirements and Performance Standards a. Task 1: Contractor will provide VA staff with an on-line registration system and support materials with input from EES that will collect information from VA participants that will be used for post program user data, evaluation data, and participant accreditation data. b. Task 2: Contractor will participate with EES staff on planning of timing of speakers and satellite broadcast to provide for maximum viewership among VA satellite participants. Contractor will participate on a planning conference call to be scheduled within 30 days of award of contract and follow up planning calls to be held on a regular basis until the program air dates. c. Task 3: Live broadcast on VAKN of all Quality Forum presentations on December 7-8, 2010 with permission to re-broadcast any or all of these presentations as often as VA would like through February 28, 2011. The contractor (or their uplink provider), will provide VA with the coordinates necessary to receive all conference broadcasts and the necessary authorization to receive them if necessary. The Government will ensure that the re-broadcasts shall be compliant with Section 508 Standard 1194.24 Video or Multimedia Products. The contractor will ensure all handout material that accompanies the broadcasts are 508 compliant and can be tested by VA's 508 compliance office and handout material not meeting 508 compliance will be modified by contractor to suit VA specifications. d. Keynote and Mini-Keynote Titles: Contractor shall provide VA with the complete titles of Quality Forum presentations being shown December 7-8, 2010 (not later than six weeks prior) so that VA participants may have the ability to schedule time away from patient care to watch the broadcasts. e. Materials: Contractor shall provide VA with access to all pre-conference print materials/handouts as far in advance of the conference as possible (not later than two weeks prior) so that these materials can be provided to VA satellite participants and any 508 compliance issues can be resolved. f. Accreditation: Contractor shall provide VA with access to IHI's website for VA participants to print out evaluation reports and certificates for continuing education credit post program. Contractor shall also provide a phone number for IHI's Help Desk to address technical problems with the completion of evaluation reports and obtaining continuing education certificates. g. Post program evaluation and user data: The contractor will provide EES with the post program evaluation data, and numbers and demographic data on VA participants. This data will be provided by January 14, 2011. h. Post program conference call: The contractor will participate with VA planning group on a post program conference call to debrief on this project to discuss evaluation data, what went well and opportunities for improvement. 5. DELIVERY AND APPROVAL. All tasks identified will be completed in coordination with Debbie Duncan, MPH, Project Manager, Long Beach Employee Education Resource Center, Long Beach, CA 6. DELIVERY SCHEDULE. a. Tasks 1 and 2: Beginning with conference call to be held within 30 days of award of contract and completed no later than 45 days prior to the satellite broadcast. b. Task 3: December 7-8, 2010. 7. NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS (SECTION 508) On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards have been developed were published with an effective date of December 21, 2000. Federal departments and agencies must develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at: http//www.section508.gov. A printed copy of the standards will be supplied upon request.
