Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source, firm-fixed price contract consisting of a twelve (12) moth base period and two (2), twelve (12) month option periods, to Innovative Management Concepts (IMC), 21400 Ridgetop Circle, Suite 210, Dulles, VA, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute" for the development of eBenefits Portal Independent Validation and Verification (IV&V). The Portal will include a core set of content and capabilities, and will leverage content sources and functionality external to the Portal, which may come from either of the VA or Department of Defense (DoD). The Portal is intended to be used initially by wounded, ill and injured warriors. Under this effort, the contract will determine the types and levels of product integrity to be verified and validated; develop performance metrics to allow tracking of Portal completion against defined milestones; review traceability of product functions to original requirements; and document IV&V activities and assessment results in the form of task reports, activity summary reports, anomaly reports, test documents, and eventually a final IV&V summary report. The North American Industrial Classification (NAICS) for this effort is 541519. The estimated date of award for this action is September 24, 2010. This notification shall close on Friday, July 30, 2010. Questions/responses shall be submitted to the iris.farrell@va.gov.
