- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Thermo Electron, of West Palm Beach, Florida, for the diagnosis and repair of a repair of a Multi-Collector Inductively Coupled Plasma Mass Spectrometer (ICP-MS ). ***The Sole Source determination is based on Thermo Electon being the original equipment manufacturer of the Mass Spectrometer, capable in providing maintenance service, in accordance with the original equipment specifications. Thermo Electron is the only authorized vendor capable in providing the required maintenance service. *****The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $5M. ******A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by August 17, 2010, 4:00 p.m., EST will be considered by the Government.
