Description
Statement of work for NIAIDRFQ10132 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ 10132 as a request for quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44, effective as of July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 112990, which has a small business size standard of $0.75M. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure animal production services for mice. The following requirements must be met; 1) Mouse breeding, approximately 40 offspring of each strain each month and handled by trained staff. 2) Mouse care, mice should be housed in germ free isolators with at least 2 isolators for each strain with no contact occurring between mice and caretaking staff. 3) Physical Facilities, building construction and maintenance are in compliance with The Guide for the Care and Use of Laboratory Animals. 4) Special restrictions, AAALAC accredited and shall maintain accreditation throughout performance under this contract. 5) Reporting requirements, Reports-technical, weekly, weekly inventory, monthly, quarterly, semiannual, final and other. Please see attached statement of work for further specifications/requirements. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The contractor is to be AAALAC accredited and able to meet technical requirements. All responsible sources may submit a quotation that will be considered by the agency. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation-Commerical Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. All responsible sources may submit a quotation that will be considered by the agency. Small and disadvantaged businesses are encouraged to submit a quotation for this requirement. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than August 26, 2010 by 5:00 PM Eastern Daylight Time (EDT) to Mr. Daniel Herdman. For delivery through the Postal Service, the address is NIH/NIAID/AMOB, 10401 Fernwood Drive, Suite 2NE52C/MSC 4812, Bethesda, Maryland 20817-4812. Electronic submission will not be accepted. In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
