- DEPARTMENT OF THE INTERIOR, NATIONAL PARK SERVICE intends to acquire supplies on a sole source basis with YSI Incorporated. The government intends to negotiate a firm fixed price contract under the Simplified Acquisition Threshold less than $25,000 (Twenty-Five Thousand). The applicable NAICS code is 334516 and the size standard is 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the government will consider all proposals received within 7 days after date of publication of this synopsis. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. A determination by the Government not to compete this proposed contract action, based upon responses to this notice, is solely within the discretion of the Government. 1. AGENCY: National Park Service, Pacific Island Network Inventory and Monitoring Program, 1 Crater Rim Drive, Hawaii National Park, Hawaii 96718. DESCRIPTION OF ACTION BEING APPROVED: Single Source procurement to YSI Incorporated, 1700 Brannum Lane, Yellow Springs, Ohio 45387-1106 3. DESCRIPTION OF THE SUPPLIES OR SERVICES: The YSI 6600 EDS (Extended Deployment System) is a unique, state-of-the-art multi-parameter water quality instrument that is designed for use in a wide variety of natural environments. This unit is currently being used by the other agencies doing comparable work in our region (NOAA, Hawaii DOH, Hawaii DLNR, EPA, ASEPA, GEPA, and DEQ). 4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN: The authority cited for other than full and open competition for this procurement is 41 U.S.C. 253 1, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. 5. CONTRACTOR'S UNIQUE QUALIFICATIONS: The YSI 6600 EDS (Extended Deployment System) is a unique, state-of-the-art multi-parameter water quality instrument that is designed for use in a wide variety of natural environments. Compatibility with current systems that are being used via the NPS within this region. 6. EFFORT TO ENSURE OFFERS ARE SOLICITED: Electronic notification within this Federal Business Opportunities web posting. 7. COSTS ARE FAIR AND REASONABLE: It has been determined, based on previous procurement and the government estimates for this equipement, that the anticipated cost to the government for this supply will be fair and reasonable. Department of the Interior, National Park Service, requires that all contractors doing business with this Procurement/Contracting Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
