- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.302-1 and 10 USC 2304(c)(1), Washington Headquarters Services on behalf of the Office of the Secretary of Defense (OSD), International Security Affairs intends to contract with the University of California (UC), 9500 Gilman Drive La Jolla, CA 92093-0934. The intent is to award a contract on a sole-source basis to the University of California Institute on Global Conflict and Cooperation (IGCC) for FY 2011, consistent with Congressional intention to continue without interruption a program that has been operating since 1993 for fostering exactly such dialogues. The IGCC program has provided and continues to provide a unique forum for ongoing dialogues on security and arms control related issues among key participants from the Middle East since 1992. It is the only Track Two, or “informal region-wide dialogue on arms control and regional security issues” related to the Middle East that brings together security officials, active duty military officers, academic experts, and former officials from every country in the region, including Israel. The IGCC conducts large meetings three times yearly consisting of 250-350 participants each, meetings of 70-85 senior active duty and retired military officers twice yearly, and small task forces, publishes research articles and books, and operates a closed internet web-site and library on Middle East security issues in support of the dialogues. Indeed, in a region known for its dearth of region-wide forums, and a region that historically has shunned Israeli participation in multilateral engagement, the IGCC is the only informal activity of its kind current in the Middle East today and, as such, the only existing program that can possibly meet the requirements of the Defense Appropriations legislation. No other entity is currently conducting such regular informal arms control and regional security dialogues. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the OSD’s needs. Detailed capabilities must be submitted to Richard Washington, via email address Richard.washington.ctr@whs.mil. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. Affirmative written response must be received within 7 days from the publication of this announcement, after which a sole award will be made to IGCC. The period of performance for this award will be for a period of twelve months
