- wage determination Drawings This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FCCRFQ100000AO1 is issued as a request for quotation (RFQ). This procurement is being conducted under simplified acquisition procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-43. This RFQ is issued as a small business set aside under NAICS code 337214. The size standard is 500 employees. The following contract line item number (CLIN) is included in this RFQ: CLIN 0001 The contractor shall pick up and deliver furniture from the FCC warehouse to lab and install furniture in accordance with manufacturer's specifications 1 JB __________ Pricing: Vendors shall provide Firm Fixed Price (FFP) quotes. Furniture Installation Specification Columbia OET Lab, 7435 Oakland Mills Rd., Columbia, MD 21046-1609 Contact: (for furniture related questions, only) FCC Space Management: Bruce Eckert, 202-418-0135 or Sandi Munari, 202-418-2629 The FCC is renovating the interior of a one story building in Columbia, MD, with new furniture. As part of the renovation, the FCC is installing new carpet (not part of this statement of work) at the same time as the installation of the new furniture. Because of the installation of the new carpet, the new furniture can only be installed after the new carpet is in place. Because of this, the floor plan provides a phased approach to the furniture installation which coincides with the carpet installation. The facility has a loading dock and double doors for easy access. • The furniture system to be installed is the Steelcase Context, which is a freestanding, non-powered panel system. The components stack on top of the desk core unit and uses the existing electrical (floor and wall mounted). • The FCC is responsible for removing the existing furniture prior to the installation date. • All work shall be accomplished during the following timeframes: Saturday" beginning at noon and all clean up must be completed by noon on Sunday. All furniture must be installed over three (3) weekends. The attached floor plan provides a phased approach (Note: Specific weekends will be defined upon contract award.) For additional information on the furniture system, please refer to the Steelcase website at http://www.steelcase.com/en/products/category/workspace/freestanding/context/Pages/overview.aspx Scope of Services by Furniture Installer: • Pick-up the systems furniture product at the FCC warehouse in Capitol Heights, MD on Friday afternoon and deliver to OET Lab in Columbia, MD. Furniture is freestanding sections no larger than 4'W X4'D X 2'6" H and 4'W X 2'D X 2'6" H. • Install the furniture according to the phases noted in the attached floor plan starting work at noon on Saturday and completing work by noon on Sunday. • Clean all of the furniture after installation and remove all debris from the site. Contractor may dispose of debris in Government dumpsters. • Remove any unused furniture parts from the facility and return them to the FCC warehouse in Capitol Heights, MD on the following Monday. Attachment A 11X17 PDF floor plan. The FCC will provide a larger scale drawing after contract award. Provision at 52.212-1, Instructions to Venders-Commercial, applies to this acquisition with the following addenda: Vendors are requested to demonstrate their expertise through a written quotation. Vendors must include a completed copy of the provision at 52.212-3, Vender Representations and Certifications-Commercial Items, with their quotations. Vendors shall submit their quote via email to: eproposals@fcc.gov no later than the response date stated in this notice. The Government will make an offer to the vendor who provides the lowest price technically acceptable quote. The Government will determine the contractor technically acceptable using the following criteria: The offeror must be certified by the manufacturer as an installer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52.203-6, 52.219-6, 52.219-14, 52.219-28, 52-222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-54, 52.223-9, 52.225-5, 52.225-13, 52.232-33, 52.222-41, 52.222-42, 52.222-43, and 52.222-44 The Contractor shall submit invoices in accordance with the FCC invoice procedures below: INVOICES NOTE: *Invoices may be submitted via email to: FO-Einvoices@fcc.gov. In addition, copies of the emailed invoices shall also be sent to the CO. Only one emailed copy is required.
