Description
The US Army Armament Research and Development Command (ARDEC)Benet Laboratories, located at Watervliet Arsenal, Watervliet, New York is contemplating the award of Blanket Purchase Agreements (BPAs) with the US Government. Interested firms should be capable of providing services such as mechanical and chemical analysis, heat treatment, and machining of test specimens. Mechanical testing services will include, but not limited to fatigue crack growth rate testing (ASTM E647), fracture toughness testing (ASTM E1820 and ASTM 1921). There will be occurrences when these tests will be conducted in various environments including, high and low temperature testing (-40C < Temp < 300C), high and low humidity testing and various environments such as saltwater. Specifics of each test will be provided by ARDEC (Benet) at the time of test. This notice is open to all business concerns however the government intends to evaluate and award BPAs to small business concerns. In the event that there are not enough responses from small businesses the government will consider awarding to large business concerns. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Firms/companies are invited to indicate their interest by providing a description of their capabilities along with specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. The Government will accept written questions by email only. Submittals and questions should be directed to the following point of contact: US Army Contracting Command, Attn., CCJM-JA, Bldg. 10, Picatinny, NJ 07806-5000, e-mail lauren.a.mcdermott@us.army.mil. The Government will not be issuing a formal Request for Proposal (RFP) because this is a Blanket Purchase Agreement. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
