Description
This is a combined/solicitation Request for Quote for commercial items prepared in accordance with the format in FAR subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDRFQ 10093 issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC05-44, effective as of July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) code is 334516, which has a small business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID)intends to procure a Cell Counting System(Qty-1). The system is to include the following specifications: • 12-Sample carousel fully automated Cell Viability Analyzer, with Trypan Blue, providing: cell concentration, cell size distribution (2-70 um), percent viability, bioprocess tracking, autofocusing, enhanced imaging, and speed. • Software with 21 CFR(Code of federal requlations)Part 11 • Pentium PC with FireWire Card. • Computer Flat Screen Monitor. • Analysis Time of 2.5 min per sample • 6% accuracy. • Convenient reagent pack provides automated sample aspiration, analysis, reagent handling and subsequent instrument cleaning. • Concentration Control. The following factors shall be used to evaluate offers: price, warranty, delivery and technical capability to meet required specifications. Place of delivery is NIH/NIAID, Rockville, MD 20852. Delivery must be within 60days after receipt of award. The FOB point will be Destination. This will be a firm-fixed price contract. all responsible sources may submit a quotation that will be considered by the agency. The following FAR provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.204-7, Central Contractor Registration; FAR 52.232-34, Payment by Electronic Funds Transfer - Other than Central Contractor Registration (May 1999). In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later August 26, 2010 by 5:00 P.M. Eastern Daylight Time to Mr. Daniel Herdman.
