Updated Solicitation adding page 2 of 39, Offeror Signature page **UPDATED SOLICITATION TO INCLUDE SIGNATURE PAGE 2.** Arnold Air Force Base (AEDC), Tennessee, has a requirement for a Painting Indefinite Delivery Indefinite Quantity contract. This Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide for exterior and interior painting services at Arnold Engineering Development Center, Tennessee. The specification will include the requirement for cleaning, surface preparing, and applying protective coatings to new surfaces and surfaces which have been previously painted and may contain heavy metals and asbestos. Exterior work involves water blasting, hand tool & power tool cleaning, priming, and painting different types of structures including buildings, structural steel, piping, tanks, bins, chutes, ducting, stacks, and other previously painted surfaces. Interior work involves cleaning, priming, and painting walls, ceilings, floors and other associated surfaces. All work shall be in compliance with all OSHA, federal, and AEDC regulations for lead paint removal, storage, and disposal. Work is required on occupied facilities. The contractor is to provide all labor, materials, transportation, equipment, and product to accomplish, per the specifications; the cleaning, surface preparing, priming, and painting of new and previously painted exterior and interior surfaces, of different types of structures, including buildings, structural steel, piping, tanks, bins, chutes, ducting, stacks, and other previously painted surfaces. Drawings will be provided to the Contractor. Work surfaces containing lead paint require containment of lead dislodged during the cleaning process and must be captured and placed in approved containers; see Section 02 08 50 of the specification. Hazardous material abatement constitutes a significant portion of this project. Work also includes some difficult rigging problems on various projects. Site visitation is very strongly recommended for all project sites to assure the Contractor has full knowledge regarding the complexities of the work sites and equipment required to comply with the project specifications. See the specific project drawings and paint schedules. This solicitation is UNRESTRICTED. All qualified business concerns may submit an offer. The NAICS code is 238320; size standard $14 million. The period of performance for this IDIQ is one basic year and four option years. The magnitude of this entire IDIQ (base year plus four option years) is between $1,000,000 and $5,000,000. Prospective offerors must register in the Central Contract Registration (CCR) and Online Representations and Certifications Application (ORCA). THE SOLICITATION WILL BE POSTED ON OR ABOUT 6 AUGUST, 2010. The Government reserves the right to award a Painting IDIQ contract to one or more responsible contractors. Two projects will be provided with the solicitation that will be used as the basis for the award(s). A SITE VISIT WILL BE SCHEDULED 17 AUGUST 2010. Information for the site visit will be provided with the solicitation. Please be prepared to take the appropriate measurements at that time. PROPOSALS WILL BE DUE APPROXIMATELY 30 DAYS AFTER THE SOLICITATION IS POSTED. The ANTICIPATED RESPONSE DATE for the solicitation is 7 SEPTEMBER 2010 no later than 2:00pm Central Standard Time. It is anticipated that the contract will be awarded utilizing Price-Performance Tradeoff (PPT) without technical evaluations. Past Performance will be considered for projects within the last 5 years that are comparable to the types of interior and exterior work done at Arnold AFB. A fair and reasonable price will be determined based on the proposals submitted for the two (2) projects that will accompany the solicitation. Please review the solicitation and attachments for all of the source selection information. A Past Performance Questionnaire will be attached with the solicitation and must be completed by your references and returned directly to the Contract Specialist. Please register as a source to be notified of RFP amendments, etc. It is the responsibility of the vendor (even those registered as a source) to check the FBO website frequently to ensure they have all the available information. All foreign nationals must be identified on your list. PROPOSALS: proposals are due 7 SEPTEMBER 2010 no later than 2:00pm CST. All proposals received later than this date and time will not be evaluated. Please see instructions in section L and M of the Solicitation in regards to evaluation criteria and proposal preparation instructions. QUESTIONS: All qustions are to be provided in writing to the Contract Specialist NO LATER THAN 26 August 2010. Any questions and answers will be posted on FBO for all interested parties to review. 11 August 2010: Posting updated solicitation to include the Contractor's signature page. Complete boxes 14-20c as appropriate. For the Amount enter the grand total of both evaluation projects together. All other items remain the same. The correct Solicitation will say page 1 of 39 on page one, top right corner.
