- The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR), Division of Psychiatry/Neuroscience, intends to issue a firm-fixed price contract for the development of a manuscript publication from data collected from the 2008 Health Related Behaviors Survey (HRB). The required services will include: (1) cleaning and finalizing data previously collected by Research Triangle Institute from approximately 4,500 Soldiers surveyed under the (HRB), the only known survey that can provide this specific data; (2) conduct analyses and develop approximately 80 tables of data regarding posttraumatic stress disorder (PTSD) prevalence, other serious mental health and distress measures, key behaviors of interest, including arrests, violence against spouse/significant other, violence against child, fights, drinking and driving, caused accident, motor vehicle accidents, unprotected sex, other indicators of functional impairment, family indicators such as family functioning, infidelity, separation/divorce, abuse, utilization of mental health services and perceived stigma, and, positive coping and stress relief strategies over time; and (3) develop and finalize reports and manuscripts, with WRAIR researchers for both the Army and peer-reviewed journals. USAMRAA intends to negotiate this contract on a sole source basis with Research Triangle Institute in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for a competitive quote. Competing this requirement and awarding to any other entity would result in substantial delays and disruption of several key projects already in progress and would also increase the overall cost to the government. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice.
