- PWS J&A - Sole Source Sole Source - Combined Synopsis/Solicitation - PR# F3K3GB0084A001 and PR# F1AF160139G001 DESCRIPTION: THIS IS A SOLE SOURCE ACQUISITION! The 45th Contracting Squadron has a sole source requirement to acquire Information Management services to include intranet, Internet and the Air Force EZQuery Reporting Tool. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a sole source requirement in accordance with FAR 6.302-1. This is not a request for competitive quotes. 45 CONS/LGPB, Patrick Air Force Base, FL, 32925 intends to award to Custom & Packaged Solution Inc. (CPS), 5675 SW Mapp Rd Ste 100, Palm City, FL 324990. CPS Inc. is the only source capable of fulfilling the government's requirement. CPS Inc. solely developed the EZQuery Reporting Tool. As such they are the only contactor capable of cost effectively developing and supporting changes to this software. 45 CONS/LGPB has determined that CPS, Inc. is the only source capable of providing this requirement. However, the government will consider any responses from sources capable of providing THIS EXACT ITEM received within 10 days after date of publication of this solicitation. Phone calls will not be accepted. The Request for Quotation (RFQ) numbers are F1AF160139G001 and F3K3GB0084A001. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular FAC 2005-42 and DFARs Change Notice (DCN) 20100713. SIC Code is 6201 with a business size of $25M and the NAICS Code is 541511. 45 CONS, Patrick Air Force Base, FL, 32925 is seeking to purchase commercial services manufactured and designed by CPS, Inc. as follows: Acquire Information Management services to include intranet, Internet and the Air Force EZQuery Reporting Tool. Services are to be performed at PAFB. BASIC SERVICES: The contractor shall provide services for Internet and Intranet application development, maintenance and debugging. The contractor shall develop and maintain the 45 CONS Intranet which consists of both static and Active Server Pages. The contractor must work with users who may require new web pages to be developed, changes to existing pages or assistance in uploading documents to the website. The 45 CONS Intranet development and maintenance requirements include extensive use of Active Server Pages to allow connectivity to existing databases to include any local interface with the EZQuery database allowing the Active Contracts module and the monthly MIS module(s) to be updated. The contractor will develop and modify database table structures and report definitions as required. The contractor shall provide network administration services for the 45 CONS Intranet server and shall assist the network administrator, at his or her request, in performing network maintenance or upgrade activities. The contractor shall provide and maintain a library containing full documentation of commented application source and object code of any application or program developed for and paid by the government. Upon request by the government, this library shall be turned over to the government with all documentation and code intact. This library will be maintained on-site and shall be readily available to the government's representative for review at any time. All software developed for and paid by this contract shall be the sole property of the government and said contractor has no rights, limited or otherwise, to said software. The government shall have exclusive title to all equipment, tools and materials acquired on a cost-reimbursable basis for this contract. All work must be coordinated through the 45 CONS Systems Section.
