Description
The U.S. Department of Commerce, National Marine Fisheries Service, Protected Resources Division in St. Petersburg, FL intends to award a Purchase Order to the Columbus Zoological Park Association, Powell, OH for the operation of an acroporid rearing facility at the Caribbean Marine Bological Institute (CARMABI), Curacao, Netherlands Antilles. Objectives: 1)operate an acroporid field, land-based culture facility (nursery), 2) Rear Elkhorn coral recruits from field collected gametes in Curacao in nursery, 3) Re-introduction of recruits for research and restoration purposes at the Caribbean Marine Biological Institute (CARMABI), Curacao, Netherlands Antilles. SECORE is an international, independent partnership of more than 50 institutions dedicated to nature conservation through the development of sexual coral breeding plans and the sustainable management of coral reefs. The Columbus Zoo and Aquarium (CZA)is the SECORE member institution responsible for financial facilitation for the partnership. As such, CZA is the only institution through which funds can be transferred to support the partnership's projects. Further, SECORE is, to our knowledge, are the only institutions that have successfully and repeatedly reared acroporid corals from larvae in aquaria. The methods they utilize to collect and rear the corals are proprietary. Elkhorn and staghorn corals were listed as threatened under the Endangered Species Act in May 2006. In critical habitat designation for the species in November 2008, we determined the key conservation objective for the listed acroporids is the facilitation of sexual and asexual reproduction. SECORE is directly addressing this key conservation objective through their projects focusing on the development of sustainable techniques for the sexual reproduction of elkhorn coral. SECORE has the following objectives: (1) establishing a field protocol for restoring acroporid corals; (2) studying sexual coral reproduction; (3) developing ex situ breeding techniques; (4) disseminating techniques among the aquarium and research community through workshops and publications; (5) developing an international network of public aquariums and research institutions to enhance co-operation; and (6) establishing breeding programs to sustain ex situ and field populations. The fulfillment of these objectives will directly support the recovery of listed acroporid corals through the facilitation of sexual and asexual reproduction. Within the past three years, SECORE has successfully raised larvae and juveniles under aquarium conditions. A critical need exists to establish to our knowledge gained in aquaria to field conditions for establishing a protocol for restoring the natural population of the listed acroporid coral throughout its geographic range - the Caribbean. MINIMUM TASKS REQUIRED: Task 1: 2010 operation and maintenance of coral nursery for 12 consecutive months. The period of this contract should be 12 consecutive months after the date of award. The NAICS code for this action is 541990. Small business size standard shall not to exceed $7.0M.
