Redacted J & A RECOVERY - The Government intends that any resulting procurement action will be funded in part under the authority of, and in accordance with the requirements of, the American Recovery and Reinvestment Act of 2009 (ARRA). NOTICE: This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on a sole source basis with Applied Biosystems, LLC., Foster City, CA. in accordance with the authority of 40 U.S.C. 1401 and Section 4202 of the Clinger-Cohen Act of 1996, as implemented by paragraph 13.501 of the Federal Acquisition Regulation (FAR), full and open competition is not required when only one responsible source is available and no other supplies or services will satisfy the agency requirements. The Government intends to award a contract with Applied Biosystems, LLC for Taqmam Custom SNP Genotyping Assays of small and medium scales as a one-time purchase. The assays are biochemical solutions that contain synthetic DNA with chemically attached tags (fluorophores). There are two alternative pieces of DNA that are complementary to the two genetic variants in each individual that NOAA wants to assay. Each one is tagged with a different fluorophore (VIC and FAM, which are acronyms for chemicals), and NOAA's instrumentation determines the relative quantity of each dye that attaches to the DNA of a specific fish, hence providing its genotype (DNA fingerprint). The ultimate goal of the project is to complete a genotype map of parentage of hatchery raised chinook salmon in the California area. The resulting contract will require the successful offeror to supply the following 1. Supply assays for genotyping at least 9,000 steelhead trout using single nucleotide polymorphism genetic markers. The assays must use fluorogenic 5' nuclease technology. Additionally, assays must be compatible with the existing Fluidigm EP1 genotyping equipment in the NOAA lab and other salmon genetics labs. The product needs to be Applied Biosystems, LLC. Taqman Custom SNP Genotyping Assays: Medium Scale (#4332075). 95 each are required. 2. Supply assays for genotyping at least 7000 coho salmon using single nucleotide polymorphism genetic markers. The assays must use fluorogenic 5' nuclease technology. Additionally, assays must be compatible with the existing Fluidigm EP1 genotyping equipment in the NOAA lab and other salmon genetics labs. The product needs to be Applied Biosystems, LLC. Taqman Custom SNP Genotyping Assays: Small Scale (#4332077). 150 each are required. The proposed contract action is for supplies for which the Government intends to solicit with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist requesting a copy of the solicitation and all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement The NAICS code for this requirement is 325414 and the small-business size standard is 500 employees.
