- Description
- NASA/KSC intends to purchase liquid hydrogen (LH2) for the remaining two spaceshuttle launches from Air Products and Chemicals, Inc. (APCI) as a requirements contract. The period of performance will begin December 1, 2010 and end 60 days after the landingof the final shuttle mission (currently planned for March 2011). APCIhas been the LH2supplier to Kennedy Space Center (KSC) for the shuttle program. Currently, LH2 isdelivered according to three shuttle operational needs, each for a distinctly differentpurpose; LC39A storage tank support, fuel cell support, and high pressure gas support.The exclusion of other sources is due to APCIs demonstrated ability to meet OSHA ProcessSafety Management regulations for KSC and the associated impacts to NASA Engineering &Safety Requirements of evaluating a new supplier with limited time remaining in the lifeof the shuttle program and with reduced resources to perform such an evaluation. Additionally, APCI is the only known source with the ability to meet the high pressuregas support needs of KSC. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed. See NASA Specific Note 'B'.
