Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TOTS10C0121, this solicitation is issued as a request for quotation (RFQ). The RFQ incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. This procurement is set-aside for small businesses, and the associated NAICS code and small business size standard are 443120, respectively. The Office of Thrift Supervision (OTS) has a requirement for Microsoft Premier Support Services for the Enterprise. The period of performance will cover September 5, 2010, through September 4, 2011. Support is required for all Microsoft products owned by OTS during the performance period of the award. The requirement includes up to 250 hours of Support Account Management (Resource Services a/k/a TAM time), up to 200 hours of Support Assistance (Proactive Services), and up to 75 hours of Problem Resolution Support. The service must also include an unlimited user service desk license (an unlimited number of users may have access to the World Wide Web site exclusive to Premier customers. Two account numbers must be issued: one for access to information only and the second to submit online service requests. The selected offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (including the FAR clauses cited in paragraphs (b)(20) through (26), (24), (34) and (39) of that clause) apply to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Proposals shall be firm fixed price for the period of performance indicated above. Selection for award shall be based on the lowest price, technically qualified offer. All qualified Microsoft resellers that are small business sources are invited to respond and will be considered for award. Proposals must be received no later than 12:00 p.m. Eastern Time on August 17, 2010. Quotes may be submitted electronically to andre.adams@ots.treas.gov.
