Description
AMENDMENT NO. 2 is issued to provide RESPONSE TO QUESTIONS RECEIVED. QUESTION NO. 1 - The AHERA protocol allows for the assumption of suspect building materials to contain asbestos and does not require sampling. Therefore, will the Bureau of Indian Affairs accept quotations with more than one scope of work representing options with no sampling, minimal sampling and more extensive sampling with associated costs? RESPONSE: BIA requires the more extensive, comprehensive sampling not only to satisfy AHERA requirements, but to identify ACMs at each school throughout the Region for liability estimations. QUESTION NO. 2 - I was wondering if it is possible to do a site visit of the Riverside School prior to submitting our proposal? RESPONSE - Mr. Leroy Talemptewa, Facility Manager, Sherman Indian High School, phone number 951/ 276-6325 Ext. 325 QUESTION NO. 3 - We have a few additional questions in the RFP it states: 1.3 Specific services include: 1.3.1 Performing AHERA 3-year re-inspections and updating (or developing new) AHERA Management Plans per 40 CFR 763 for each School listed in Table 1 of this requirement. 1.3.1.1 The Contractor shall be responsible to sample and analyze interior components sufficient to complete the AHERA Management Plan and the Re-inspection Report. 1.3.1.2 The Contractor shall be responsible for determination of the number of samples for collection and analysis. 1.3.1.3 The Contractor shall consider component appearance and integrity when determining bulk sample locations, and perform repairs to the affected area to industry standards, as appropriate. However, in Section 3 it states that: 3.0 Scope of Work 3.1 AHERA re-inspections and AHERA Management Plans (40 CFR 763)3.1.1Inspectors shall visually inspect/re-inspect and assess/re-assess the condition of all known or assumed friable ACBM; visually inspect previously considered non-friable ACBM and determine if it has become friable; identify homogeneous areas of material that have become friable since the last inspection; develop required records; develop/update AHERA Management Plans as applicable (see note, Section 2); and submit to BIA WRO within 30 days of the inspection. Is the BIA looking for a full site asbestos survey including samples? Or a visual inspection and management plan only with no sampling conducted? RESPONSE - A full asbestos site survey with sample collection.
